| General Secretary Xi Jinping visited Guangdong in 2018 and put forward that "the real economy is the foundation of a country’s economy and the source of wealth".At present,China’s economy is challenged by trade disputes and COVID-19,and has great uncertainty.The incentive policy for industrial enterprises is a public policy formulated by the government to provide financial support for the technological upgrading of enterprises.In this context,it is of great significance to make good use of the industrial enterprise incentive policy to promote the steady development,transformation and upgrading of the manufacturing industry,protect China’s employment and maintain social stability.Therefore,this thesis introduces the Smith policy implementation model,combined with literature research,case study and interview method to sort out the problems encountered by the grassroots government when implementing the industrial enterprise incentive policy.Taking Wujin District of Changzhou City as an example,it ranks the third among the top 100 districts in China in terms of comprehensive strength.It is a microcosm of China’s economic development and is highly representative.It is found that there are many problems in the implementation of incentive policies for industrial enterprises in Wujin District of Changzhou City.Specifically,there are symbolic,distorted and random implementation of policies,policy resistance,policy perfunctory and policy copying.This is reflected in the fact that the fund allocation fails to meet the document requirements,the potential incentive enterprises are omitted,the implementation standards of policies are not unified,the policies are not implemented at the grass-roots level,the small and micro enterprises are not supported,and the grass-roots implementation lacks flexibility.Due to the previous research focus on theory,lack of practical operability.Therefore,this thesis introduces Smith policy implementation model,combined with literature research method,case study method and interview method to sort out the problems encountered in the implementation of industrial enterprise incentive policy.According to the case study method,interview results and Smith policy implementation model,it is found that unreasonable policy formulation,inadequate personnel and financial security at the grass-roots level,bureaucratic style,lack of understanding of policies by enterprises,insufficient local financial resources and other social factors are the main reasons for the inadequate implementation of industrial incentive policies of Wujin District of Changzhou City.Finally,according to the above analysis results,based on Smith’s policy implementation model,from the four aspects of executive agencies,target groups,idealized policies and environmental factors,aiming at the improvement of industrial enterprises’ incentive policy implementation,the thesis points out to formulate more reasonable policies,smooth communication channels and improve safeguard measures,increase publicity and mobilize the enthusiasm of enterprises,balance regional differences and enhance policy awareness The Countermeasures of the degree of attention.It provides a reference for the implementation of industrial enterprise incentive policies.This thesis has 14 pictures,6 tables and 71 references. |
