Problems And Optimization Countermeasures On Grid Management Of Party-member Key Family In Tangzhang Town,Xuzhou City

The Third Plenary Session of the 18 th CPC Central Committee clearly put forward the important strategic task of "Modernizing the national governance system and governance capacity",taking the development of grid-based social governance and socialization of services as the direction.The report of the 19 th CPC National Congress calls for the centre of gravity of social governance to shift down to the grassroots level and strive to create a social governance pattern featuring co-contribution,co-governance and shared benefits.The current lifestyle of society is constantly changing with technological advances,ease of living and diversity of thought.In order to create a new pattern of grassroots social governance that is jointly built,shared and governed,it is necessary to give full play to the leading and pioneering power of party organizations and party members,and to the active role of various group organizations and social organizations.Use the grid as a platform and technology to support innovative management and services.Thus,the basic line of the Party,the policies and the concept of governing for the people are integrated and implemented into the whole process of grass-roots social governance,and a virtuous cycle of grass-roots social governance is carried out.This thesis explores the rural practice of Party building leading grassroots social governance,especially grid management,by studying and analyzing the grid-based management of Party-Member Key Family in Tangzhang Town,Tongshan District,Xuzhou City.Tangzhang Town is a typical suburban rural area with convenient transportation and good industrial base.The villagers of Tangzhang Town have a good income and a relatively active mind.In order to cope with the new tests encountered in grassroots social governance in suburban rural areas,the town continues to explore new paths of party building to lead grassroots governance.Taking the village party organization as the centre,setting up the Party-Member Key Family on the village governance grid to build a contact network.This contact network include village party organization,Party-Member Key Family,party members and masses.This extends the reach of the work,deepens the effectiveness of the work and unites the hearts and minds of the party and the people.At the same time,Tangzhang Town has integrated grassroots approval,law enforcement and services,set up a comprehensive command centre,and built a "smart party building" grid platform to further refine grassroots social governance work.However,due to the complexity of the situation at the grassroots level,the "establishment of Party-Member Key Family on the village governance grid" is still in the exploratory stage.In this thesis,we have studied the grid management of Party-Member Key Family in Tangzhang Township by means of information,interviews and questionnaires.Then it was found that in the process of its promotion,there were problems such as aging age structure of Party-Member Key Family,insufficient manpower of party workers,secondary data entry,and blurred cross-over responsibilities with the comprehensive governance grid.After further analysis,we found the reasons for the imbalance in the age structure of rural party members,insufficient financial guarantee and talent training,lack of information interaction and management communication between departments,and the lack of integration of the "intelligent party building" platform.Finally,after comparing with the experience and practice of Party building embedded in grid-based management in other regions in China,countermeasures and suggestions for improving the grid-based management of Party-Member Key Family in Tangzhang Town are proposed.First,strengthen the team to enrich the Party-Member Key Family,including optimizing the age structure,cultivating village reserve cadres,organizing experience exchange,and establishing assessment and evaluation mechanisms.The second is to improve the participation mechanism of multiple subjects,including giving full play to the leading role of party organizations,strengthening departmental cooperation,coordinating resource integration,and securing funds for party building.Third,optimize the construction of information platforms supported by technology,including the integration of work platforms to reduce the secondary entry of data,cultivate talent to improve the utilization of information and data,and establish grid supervision to improve information security.
