Along with the deepening of reforms, the gradual weakening of regional awareness, and the spread of cross-regional transportation systems, the barriers among cities have been broken since long,also,inter-regional mobility has become a common phenomenon. The large-scale population movement not only brings a large amount of labor to the inflowing area, but also brings huge demographic dividends to the inflowing area, prompting the rapid development of the local economy, and putting a greater challenge on the inflowing area in terms of basic public services and social support. At present,China's urbanization process has entered a new stage.Although numerous population movement still exists, the "grab man" and "grab talent" competitions have also begun. In this context, how to better provide more comprehensive, better and fairer basic public services for the floating population will be an important factor which affects whether the floating population is “reflowing”.Education has always been one of the key issues of concern for the floating population. The issue of Equalization of Compulsory Education for the floating population of the appropriate age is one of the important reference indicators for the floating population to consider whether to “stay” in a certain place. To solve the problem of enrollment and further education for the floating population of the appropriate age,to a large extent, can solve the problem of the “grab talents” war that the floating population continues to serve, continue to contribute, and even settle in the local area, which has an important impact on retaining talents and attracting talents.Tanzhou Town,Zhongshan,Guangdong Province is a township with a concentrated floating population. It has a certain representativeness and typicality in the study of floating population.Starting from the theory of Educational Equity and related national policies, this paper deeply investigates the current situation of equalization of compulsory education for migrants in Tanzhou Town, including the basic situation of Tanzhou Town and the educational resources, and the path choice ofthe floating population in the town to receive Compulsory Education.Through one-on-one interviews, the relevant government functional departments and the floating population were engaged in dialogues, and they were informed of their views and reflections on the current equalization of education opportunities and the educational process involved in the equalization of education in Tanzhou Town,Zhongshan City.Tanzhou Town,Zhongshan City currently has problems such as the restricted admission entry threshold, the large expenditure on education, the uneven distribution of educational resources, insufficient investment in education, and the “choosing school boom” in the equalization of enrollment opportunities.According to the existing problems, the reasons are analyzed: the education layout can't keep up with the overall planning and layout of the town, and the increase of educational resources can't keep up with the policy changes;the financial investment mechanism is single, which mainly relying on local financial input;the central government's allocation of education investment is not balanced; The government needs to further improve the investment and management of private schools. On the basis of analyzing the reasons, combined with the actual situation of Tanzhou Town, the paper puts forward suggestions and thoughts for further optimizing the floating population of Tanzhou Town,Zhongshan City, and provides reference for the equalization of Compulsory Education of floating population in other cities and towns in Dawan District of Guangdong,Hong Kong and Macao.
