Research On The Construction Of Community Public Cultural Service Support System

Since the 18th National Congress of the Communist Party of China,the Communist Party of China and the government have paid more and more attention to public cultural service.As the last "node" of public service input,community public cultural service play an important role in meeting the growing spiritual and cultural needs of people at the grassroots level and improving the level of community governance.With the improvement of economic level,residents’ cultural needs are becoming more and more diversified and personalized,and it is difficult to meet the complex and diversified cultural needs of residents with the government as the main body of a single community public cultural service construction model,which requires the participation of multiple bodies to build community public cultural service and promote the quality of community public cultural service.As an innovative model of grass-roots social governance,the "three-community linkage" emphasizes the power of the community,social organizations and social workers,highlighting the linkage advantages of multiple actors in the provision of community public service,which can improve the efficiency of community public service supply.At present,in addition to the problems of building a single entity,community public cultural service are also faced with difficulties such as mismatch between supply and demand and fragmentation.The construction of community public cultural service support system emphasizes the participation of multiple subjects,highlights the cooperation among multiple subjects,and efficiently integrates resources,which can effectively solve the above-mentioned problems.In this context,this paper studies the construction of community public cultural service support system and analyzes the components of community public cultural service support system.Through the theoretical construction of the community public cultural service support system,we conducted social practice and field research on the "three communities linkage" in Community B of Tianjin,and interviewed relevant personnel to understand the "three communities linkage" in Community B of Tianjin.At the same time,this paper also designed questionnaires for residents and members of community arts team in Community B.The survey was conducted in four aspects: awareness of community public cultural service,community public cultural needs,participation in community public cultural services,and interaction and evaluation of the "three communities".Through the questionnaires and interviews,the effectiveness of the "three-community linkage" in the construction of the public cultural service support system in Community B was summarized,including: cultivating cultural concepts to build a harmonious community;strengthening service consciousness to enhance public satisfaction;and revitalizing cultural resources to promote the development of community arts team.we also analyzed the problems of the public cultural service support system in Community B in terms of "three-community linkage",including the following: there are implementation deviations within the "three communities",the "three communities" and external forces have not formed efficient interaction.The main problems include: internal deviations in the implementation of the "three communities",imbalance in the relationship between the "three communities" and the government,and the lack of efficient interaction between the "three communities" and residents.The reasons behind the problems are also analyzed in terms of the supply subjects,the content of protection and the way of provision.Taking into account the difficulties faced by the construction of community public cultural service: at the level of the main body of provision,we should play the leading role of the government,improve the cooperative kinetic energy of the "three communities",and strengthen the main awareness of residents;at the level of the elements of protection,we should improve legal policies,provide financial guarantee,and build a high quality team;at the level of provide methods,we should improve residents’ community culture awareness,precise residents’ community culture demand,and improve residents’ community culture participation.
