A Study On The Problems And Countermeasures Of The Provision Of Community Old-age Service In Zhuhai

Since the 1970 s,the situation of population aging in China has become increasingly severe.The service problems of family pension and institutional pension emerge one after another,which makes the pension problem become a hot and difficult problem to be solved urgently in China.Since the mid-1980 s,the concept of community-based care for the aged was first introduced into China.After more than30 years of development,China has formed a community-based care service mode of "family based,community-based".The elderly at home can make up for the deficiency of family based care for the aged through special elderly service institutions in the community.Zhuhai,as one of the first cities to explore community home-based care services in China,has achieved certain development results,and has initially formed a pattern of providing care services by multiple subjects such as the government and social organizations.However,there are also typical and common problems in most cities.This paper takes Zhuhai community home-based care service as the research object,investigates and analyzes the current situation of Zhuhai community home-based care service supply,discusses the specific problems and causes of the supply of care service,and puts forward suggestions on improving the supply of community home-based care service,trying to provide reference for other cities to develop community home-based care service.In addition to the introduction and conclusion,the main part of this paper is divided into four parts.The first part explains the related concepts and theoretical resources of the community pension service supply.Based on the research and analysis of the relevant concepts of the supply of community elderly care service in the context of population aging,this paper tries to clarify the connotation,positioning and characteristics of the supply of community elderly care service,and clarify the theoretical resources that the paper can rely on.The second part analyzes the current situation,problems and causes of the supply of community elderly care services in Zhuhai,including the development process,supply status,existing problems and the causes of the problems.The third part discusses the multi supply practice and experience of urban community pension service at home and abroad.On the basis of constructing the comparative framework of multiple supply of urban community pension service,this paper studies the developed countries,such as Britain and Japan,which have higher development level and earlier exploration and practice of urban community pension service,to understand the measures taken by other countries,so as to provide reference for the supply of urban community pension service in China.The fourth part puts forward the countermeasures and suggestions to optimize the supply of community pension service in Zhuhai.On the basis of putting forward the principles that should be followed in the supply of community elderly care services suitable for China’s national conditions,this paper puts forward some countermeasures and suggestions to optimize the supply of community elderly care services.
