The report of the 19 th National Congress of the Communist Party of China put forward the rural revitalization strategy and elaborated on how to promote it.However,to realize the goal,the key lies in giving play to the role of rural talents.Since 2002,the proposal of talent strategy,our country attaches great importance to the construction of rural talent,and has promulgated a series of policy texts on the development of rural talent.This thesis takes the theory of talent management,policy tools and policy measurement as the theoretical basis of this thesis,mainly adopts the method of text mining and content analysis to conduct the detailed analysis of the text of the rural talent policy,so as to find the deficiencies and put forward suggestions for optimization.This thesis mainly studies the central level of rural talent policy since the talent strategy was put forward in 2002.Among the collected policy texts,110 policy texts with the highest correlation with the research topic of this thesis are sorted out,mainly from the basic characteristics of the policy text and text content.Firstly,this thesis summarizes the relevant basic concepts and research status.Secondly,this thesis combs and analyzes the policy time,quantity and duration,and uses Gephi and Rostcm6 software to analyze the basic characteristics of the policy from several aspects,such as policy subject,policy word frequency,word cloud and social network analysis.Finally,based on the content analysis,the policy content is analyzed.Based on the theory of policy instruments,a three-dimensional analysis framework of "policy instrument-policy target-policy evolution" is constructed.Centering on the three-dimensional analysis framework,Nvivo 12 software is used to encode and organize the policy text content,and relevant statistical data is displayed in the form of charts.Through the research and analysis,the main conclusions are as follows: first,the policy release time is short and the inter-body coordination is not high;Second,the use of policy tools is uneven,and some of the tools have been used excessively or excessively.Third,uneven attention to policy objectives;Fourth,the mismatch between policy tools and policy objectives is not high,affecting the effect of policy.Finally,according to the experience and problems summarized in the research,the following suggestions are put forward: first,the stability of the policy,the extension of the policy time,strengthen the inter-subject cooperation;Second,comprehensively apply and optimize policy tools;Third,optimize the structure of policy objectives;Fourth,we need to better match policy tools with policy objectives.
