Study On The Function Of Basic-level Party Organizations During The Transitional Period Of Rural Revitalization Strategy Implementation

The Rural Revitalization Strategy is the general focus of the party and the state’s rural work in the new era.It is not only the key content of China’s "three rural" work after winning the battle against poverty,but also the continuation and deepening of the fight against poverty in rural areas.As the basic unit for the party and the state to carry out various work in rural areas,grass-roots party organizations undertake the important task of Promoting Rural Revitalization in the new era.The article takes the "transition period" established after the completion of poverty alleviation as the starting point.Research and Discussion on what functions rural grass-roots party organizations should play during this period.Through on-the-spot investigation and interview,understand the current situation of Promoting Rural Revitalization in rural areas,and analyze the problems encountered by rural grassroots party organizations in the process of implementing the Rural Revitalization Strategy.Find out the reasons for the problems and put forward appropriate solutions,improve the construction of grass-roots party organizations,and promote the effective exertion of the functions of grass-roots party organizations.The article is divided into six parts.Firstly,the introduction focuses on the analysis of the background and significance of the topic,combs and summarizes the existing research results on the function of rural grass-roots party organizations,and briefly introduces the research methods of the article.The second part mainly solves some basic theoretical problems of the article,and defines some basic concepts such as "function","grass-roots party organization","transition period" and so on.Through the combing and analysis of Marx,Engels and the theory of the function of grass-roots party organizations since the founding of the party,it provides a strong theoretical origin and theoretical support for this paper.The third part summarizes the five functions of rural grass-roots party organizations in the Current Rural Revitalization Strategy: political leadership,consolidation and connection,reform,coordination and talent cultivation and introduction.Fourth,the article uses the methods of field research and interview to conduct field research on the target village,collect relevant data and literature,and conduct case interviews with the village branch secretary,staff,Party members and ordinary villagers of the target village.Understand the current situation of the village’s grassroots party organizations in Rural Revitalization of political leadership,consolidation of cohesion,deepening reform,talent introduction and education.In the fifth part,on the basis of investigation and visit,it is found that the biggest problem and obstruction encountered by rural grass-roots party organizations in giving full play to their functions and promoting rural revitalization is the problem of "talents".The enthusiasm and ability of grass-roots party members and cadres are not strong;The villagers have no strong sense of ownership and modern management;The number of local talents in rural areas is small and the quality is low;Problems such as the inability to attract and retain external talents deeply perplex the rural grass-roots party organizations and hinder the effective exertion of their functions.The reason is not difficult to see: The construction of rural grass-roots party organizations is weak,the structure of Party members is unbalanced,and the construction of work style and ideology is backward;The imperfect working mechanisms of publicity and education,organization and coordination,talent training and use,as well as the gap in income,environment,treatment and public services between urban and rural areas are the main factors leading to these problems.Finally,in view of these situations,this paper puts forward strategies to help rural grass-roots party organizations give better play to their functions and promote rural revitalization.First,we should strengthen the construction of grass-roots party organizations,absorb some young people and college students to join rural grassroots party organizations,strengthen the education of existing rural Party members and cadre groups,and optimize the age and quality structure of rural Party members.The second is to strengthen the working mechanism construction of grass-roots party groups,and improve the working mechanism of grass-roots publicity,organization and talent training and use.The third is to strengthen the construction of grass-roots security system,strengthen the security of grass-roots workers from the political and economic aspects,stimulate their enthusiasm and enthusiasm,and promote grass-roots party organizations in rural areas to better play their own functions and help rural revitalization.
