Research On The Improvement Of Organizational Power Of Rural Grass-roots Party Organizations Under The Background Of Rural Revitalization

Rural grass-roots Party organizations,as the grass-roots stations of the Party’s work in rural areas,play the role of "vanguard" in rural revitalization.In the rural revitalization work,the organization of revitalization runs through the whole line.The rural grass-roots Party organization is the core leading force that adapts to the rural environment,realizes the rural goal,integrates the rural resources and gathers the rural masses.The improvement of its organizational power is the proper meaning of the revitalization of the organization.Based on Talcott Parsons’ "Adaptation--Goal attainment--Integration--Latency" model(AGIL),this paper adopts the case analysis method.A comparative study is made on the party organization ability of D village and Y village in G County.It is found that under the four-dimensional framework of adaptation,goal achievement,social integration and potential mode maintenance,the organizational power of rural grassroots Party organizations can be divided into economic development power,mass appeal power,organizational cohesion and institutional maintenance power.In addition,the comparison of the party organizational ability between Y and D village shows that D village has weak organizational ability.The specific performance is as follows: the economic development force of D village lacks momentum,the mass appeal gradually declines,the organizational cohesion is relatively suspended,and the institutional maintenance force is partial to the imaginary.On this basis,the following conclusions are drawn,focusing on economic development power and enhancing environmental adaptation function;Enhance the mass appeal,optimize the goal achievement function;Sublimate the organizational cohesion and give play to the integration function;Refine the institutional maintenance and consolidate the potential mode maintenance function.Finally,it puts forward the realization path of improving the organizational power of rural grassroots Party organizations,such as repositioning the role function,enhancing the ability of resource acquisition and flexible allocation,scientifically establishing and striving to achieve the goal,improving the authority of rural grassroots Party organizations,carrying out rural social integration under complex authority,continuing to consolidate the formal system construction,and digging deeply the function of informal system.
