Law publicity is a fundamental and basic job for law-based governance of the country.By holding a series of regular law publicity activities,the citizens have acquired law articles and had a good knowledge and application of the law,thus the legal rights of citizens have been safeguarded.By promoting law publicity,people have developed law-based consciousness,and developed a set of norms by legal system.From 1st five-year law publicity legal plan to the wrapping of 7th five-year law publicity,the policies and implementations have been exercised in an all-round way more than thirty years,and make great achievements in serving the development of economy,and to serving people from all works of life.The legal accomplishment of people has been improved and the capability of governance has been advanced greatly.The work of law publicity has achieved great fruits of ensuring the basic benefits of all people and improving the competence of social governance.With the popularization of laptops and smartphone,and the innovation of the Internet,the times we live has experienced dramatic changes.The media that people transmit messages has been changed fundamentally.The traditional media dominated by television broadcast,and newspaper has been weakened,while the new media dominated by Weibo,We Chat,and mobile-phone applications has gradually emerged,and become mainstream in the manner of holding law publicity activities.With the update and renewal of Internet technologies,human beings have entered the Internet historic era.In this era,the status of traditional media has been impacted greatly,law publicity has been challenged in all-round way.Law publicity have to adjust to new situation and realize the transformation shifting from traditional media to new media,meanwhile,to enhance its leadership,credibility.However,the government,the main body of law publicity,still applies traditional media as a main manner to act law publicity activities.Although explorations have been made in applications of new media,the systematic mechanism has not been formed,and the working experiences cannot be intimated.Against the backdrop of media convergence,the transformation of law publicity has become extremely urgent.This paper takes JH district as a micro perspective,picking 400 citizens and 20primary-level law publicity workers as recipients.This paper tries to explore and study a new pathway of law transformation and improve the efficiency of law publicity by questionnaire analysis methodology and case study methodology.This paper shows that the content of law publicity is disjointed with needs of domestic citizens,the law publicity team is incapable,the evaluation mechanism is lagging behind.Also,the study indicates that the audiences of law publicity have strong initiatives,and entail a vast variety of law demands,and the evaluation system of legal publicity is incomplete.With the change of the media transmit law publicity,it meets new requirements to law publicity staff,and the needs of people’s law learning and law application have been elevated.This paper suggest that the government should make the content of law publicity more suitable for citizens,optimize the manner of law publicity and apply the manner of media convergence to strengthen the passion of people to be involved in law publicity activities,enforce educational training of law publicity staff,and improve the evaluation mechanism of law publicity work.By implementations of these measurement,it will promote the paces of transformation of law publicity and explore a new pathway for the 8th five-year law publicity.
