The Communique of the Fourth Plenary Session of the 19 th CPC Central Committee clearly put forward that "the state administration assumes the major responsibility of promoting economic and social development,managing social affairs and serving the people in accordance with the Party and the State’s decisions and deployments.Must adhere to all administrative organs to serve the people,responsible to the people,under the supervision of the people,innovative administrative methods,improve administrative efficiency,and build a service-oriented government to the satisfaction of the people." Building a service-oriented government means ensuring that the public sector can provide high-quality services to the public in order to meet the people’s needs for a better life.Grassroots civil servants are an important part of China’s administrative system,which plays the role of a bridge and link between the government and the people.In the process of performing government functions and exercising public power,the strength of their public service motivation will directly affect the government effectiveness as well as the quality of public services.Therefore,how to cultivate the level of public service motivation and improve the performance of grassroots civil servants in the context of the new era,and how to study the influence mechanism between the two in depth are still hot research topics in the field of public management.This study adopts a combination of theoretical and empirical research methods.In the theoretical research part,based on a review of a large amount of relevant literature,a literature search of key words such as public service motivation,organizational equity perception or fairness perception,personal performance or job performance,and a literature review of the connotations,structural dimensions,measurement methods,and influencing factors of concepts related to public service motivation,equity perception,and job performance,combined with public service motivation theory,equity In the empirical analysis section,we selected a relatively mature research scale that is suitable for the study of public servants in China,made appropriate adjustments and designed a questionnaire in accordance with the actual situation in Z County,and conducted a survey on a sample of public servants in Z County,X City in accordance with the stratified and graded method,and collected 272 valid questionnaires.SPSS 26.0 was used for statistical analysis of the data,and the results of reliability test,factor analysis,independent sample t-test,ANOVA,LSD post hoc comparative analysis,and regression analysis showed that the demographic variables in would have a significant effect on public service motivation,job performance,and perception of fairness among civil servants.It was found that civil servants’ public service motivation has a significant positive effect on job performance;public service motivation has a significant positive effect on perception of fairness;perception of fairness has a significant positive effect on job performance;perception of fairness plays a mediating moderating role in the relationship between civil servants’ public service motivation and job performance,and the positive relationship between public service motivation and job performance is more significant when individuals have higher levels of perceived fairness.The positive relationship between public service motivation and job performance is more significant when individuals have higher levels of perceived fairness.Based on the results of the data analysis,and taking into account the provincial situation in China’s central and western provinces and the actual development of Z County,this paper proposes three policy recommendations: first,to improve the level of public service motivation of grassroots civil servants in all aspects;second,to improve the degree of fairness perception of civil servants in all aspects;and third,to improve the job performance assessment system of civil servants in all aspects. |
