Public service motivation,as an internal driving force to promote individuals to serve the public and safeguard public interests,can promote more self-dedication of civil servants,oriented by public needs,and aimed at providing high-quality and efficient services to the public.Public service motivation not only plays an important role in the provision of public goods by the government,but also affects the reform process of public administration.Omission,passive work slowdown,poor service attitude,low degree of job involvement of grass-roots civil servants leads to the low level of public service performance and evaluation in some government departments to a great extention.With the increasingly standardized operation of public relations and the continuous improvement of the requirements of optimizing political ecology,public service motivation has become a hot topic in the field of public administration.The purpose of this paper is investigating the validity of public service motivation scale at home and abroad by descriptive statistical analysis and exploratory factor analysis,and to construct the component dimension of public service motivation of civil servants in central China.Based on correlation analysis and multiple regression analysis,this paper explores how the public service motivation effects job engagement in different dimensions in China.With the convenience as an MPA student,this paper has proceeden analysis based on 254 valid questionnaires which were collected through questionnaires.Based on the internationally accepted scale of public service motivation,the particularity of grass-roots public service in our country being fully taken into account,the public service motivation,the structure of work engagement and the degree of fairness perception of grass-roots public servants were investigated in detail with slight modification.Meanwhile,through regression analysis,this paper investigated the impact of public service motivation of grass-roots civil servants on their work engagement,as well as the mediating effect of fairness perception in between.Through the research,we find that there are significant differences among the public service motivation of grass-roots civil servants;there are significant differences among the fairness perception of grass-roots civil servants;and there are significant differences among the work engagement of grass-roots civil servants.From the correlation point of view,the public service motivation of grass-roots civil servants can significantly enhance the level of their work engagement,and also can significantly enhance the level of fairness perception of the grass-roots civil servants.Based on this,this paper puts forward the following conclusions: the attractiveness of policy-making and public advantages commitment are the keys to enhance the public service motivation;broadening promotion channels and narrowing the salary gap are the effective action to enhance the level of work engagement;procedural fairness and interactive fairness are the top priority to increase the fairness perception.The above-mentioned countermeasures have corresponding reference value for establishing a comprehensive,scientific and transparent supervision and evaluation mechanism,improving the efficiency of government administration,stimulating the work motivation and engagement level of grass-roots civil servants.
