Research On Reform Of Discipline Inspection And Supervision Accredited Agency Management In F County Of Jiangsu Province

In September 2017,in accordance with the latest spirit of the Central,Provincial and Municipal Disciplinary Commissions on promoting the reform of accredited institution,the Commission for Discipline Inspection of F County carried out the unified management reform,set up 12 accredited discipline inspection andsupervision teams,and it had adopted a combination of single post and comprehensive post accreditation to conduct whole coverage of accredited supervision about 69 County-level party and government agencies.As an emerging created institution,it is of great practical significance to study how to better allocate resources and then realize its values.This paper takes the reform of F County’s accredited discipline inspection and supervision team as the research object,combining with interview investigation,literature research and comparative research methods,and finds that after the unified management reform of the accredited institution in Commission for Discipline Inspection of F County,the accredited mode,management system and operation of the institutions have undergone significant changes,which have achieved pretty results in the improvement of institutional independence,the integration of accredited forces and the improvement of work efficiency.At the same time,the paper uses literature research and interview methods to learn that,as an emerging institution,the accredited discipline inspection and supervision team also has five aspect to settle,including insufficiently independent agencies,insufficient comprehensive coverage in accredited institution,insufficient performance of responsibility,non-close collaboration between departments as well as the insufficient attention to team building.The root cause of the problem lies in the fact that the reform of the unified management system is not conducted in time,the full coverage of the post supervision has not been taken as the focus of the reform,the accredited institutions have not established a sound and systematical working system,the internal management mechanism of the accredited institutions is not perfect,the working mechanism is not sound,the construction of the cooperative link system is lagging behind,and some supporting mechanisms of the accredited co re team can not match their need,which are all the deep reasons.In order to solve the above problems,it is still essential to continue to deepen the unified reform of the management system,continuously promote the full coverage of the post supervision,improve the accredited supervision system and mechanism,strengthen cooperation and increase the establishment of liaison system,strengthen the construction of accredited core teams,stick to eliminate the blind areas of supervision,and in the end fully convert the advantages of the accredited system into governance effectiveness.
