Study On The Unified Management Of The Grassroots Discipline Inspection And Supervision Organizations

Accredited supervision,as an important component in the supervision system of our Party and State,is a significant measure for the discipline inspection commission to comprehensively and strictly implement the requirement of governing the Party.It is also an innovative organizational system to strengthen intra-party supervision.According to the Article 45 of the newly Amended Constitution of the 19th CPC National Congress,the discipline inspection committee of the Party at the central and local level can comprehensively provide the Party's disciplinary inspection group to the Party at the same level.This is the affirmation and extension of the supervisory role of accredited institutions.Since 2004,the discipline inspection and supervision organizations have carried out pilot reform from top to bottom.This measure has effectively improved the problems of function confusion and weak supervision under the "dual leadership" system,it can enable accredited institutions to focus on their main responsibilities,highlight the effectiveness of supervision,give full play to the authority of the accredited institutions.Through accredited institutions to promote party organizations in departments to assume the main responsibility for the overall strict governance of the party,form supervision force,enhance the effect of supervision,highlight the advantages of accredited institutions.So that accredited institutions constantly adapt to the new situation in the fight against corruption.At present,the central and provincial discipline inspection and supervision accredited institutions have implemented unified management in an all-round way.Along with the gradual spread of the accredited and unified management to the grass-roots level and the reform of discipline inspection and supervision system,the reform of unified management of discipline inspection and supervision accredited institutions in various districts and counties is imperative.As the disciplinary inspection and supervision stationed at the grass-roots level institutional reform,how to break through the bottleneck,address the functional orientation,system standard,enforcement support,prevention effect,problems such as monitoring ability,truly to adapt to the new situation of the anti-corruption struggle,the new changes and new requirements,to deepen the comprehensive governing party,give full play to the accredited institutions supervision advantages are significant.In this paper,the integrated use of literature research,comparative analysis,investigation and research,case analysis and other research methods,surrounding the discipline inspection organs stationed institutions unified management reform this topic,firstly,we introduced the related core concepts of discipline inspection and accredited institutions in our country and relevant theory,combing the formation and development of disciplinary inspection and supervision stationed institutions in China,analyzes the in unified management " individual accredited institutions","integrated accredited institutions " and "blend accredited institutions" the advantages and disadvantages of the experience of the three main patterns,analyzed the practical significance of the accredited institutions unified management reform.Secondly,for the specific case of D district,this paper introduced unified management of disciplinary inspection and supervision stationed after the reform of management present situation,major achievements,etc.,summarized the disciplinary inspection and supervision stationed after the institutional reform of the current region D district positioning function,system specification,govern ability of support,the effects of prevention,supervision and the existence question,and problem analysis on reason.Finally,this paper put forward specific countermeasures and suggestions such as improving ideological understanding,improving the management system,strengthening communication and communication,enriching the supervision mode,and paying close attention to team building in order to promote the work of the grassroots inspection and supervision stationed agencies.This paper aims to explore the problems encountered in the process of reforming the D-station organization and the related solutions,further straighten out the grassroots in organization management system,perfect the relevant regulations in organization management and operation,institutional reform,in the next step region the grassroots in disciplinary watchdog group restructuring process,make the accredited institutions play a more effective supervision,promote the party to build a clean government and fighting corruption and so on each work to provide some reference.
