The modernization of agriculture and rural areas is directly related to the modernization development of a country.After the 19 th national congress,the CPC Central Committee shifted part of its work focus to developing and dealing with the "three rural" issues.On January 2,2018,the Central Government of the State Council jointly issued an important document,namely the Opinions of the CPC Central Committee and the State Council on the Implementation of the Rural Revitalization Strategy,and decided to formally implement the document on the day the document was issued.Since the implementation of the Rural Revitalization Strategy,rural areas have ushered in unprecedented development opportunities,and village cadres have been given higher professional responsibilities.Due to the complex dual roles of village cadres,on the one hand,they are the masters of rural people and are not divorced from the identity of farmers.On the other hand,village cadres act as agents of grass-roots governments.With the continuous improvement of social expectations,the increasing responsibilities of village cadres and the mismatch between personal ability and other institutional,social and personal factors,village cadres began to appear the phenomenon of job burnout.The job burnout of village cadres not only endangers their own mental health,but also greatly affects the pace of Rural Revitalization Strategy and misses the key period of rural development.How to improve the incentive mechanism,alleviate the job burnout of village cadres and improve the entrepreneurial enthusiasm of village cadres is an important topic to be studied urgently.Town a of Liaocheng City is located in the northwest of Shandong Province.It is the largest agricultural township in Liaocheng City.It governs 119 administrative villages and 735 cadres of the "two committees" of the village.This paper takes the village "two committees" cadres in the area of town a as the research object,and analyzes the generation mechanism of village cadres’ job burnout under the background of the Rural Revitalization Strategy of town a.The questionnaire and interview outline were designed,and the reliability and validity were tested by AMOS 24.0 statistical software and confirmatory factor analysis.The results of the questionnaire were entered into spss25.0 for data analysis to understand the composition of cadres in town and village a,their job satisfaction,the degree of job burnout and the differences of job burnout under different factors.The author arranges the results of the interview,focusing on the satisfaction of village cadres,the evaluation of working status,the measures to improve the job burnout of village cadres,and the ability of village cadres to be improved.According to the analysis results of questionnaire survey and interview,as well as the author’s observation and understanding at work,it is concluded that the performance of job burnout of cadres of the "two committees" in town and village a is mainly in three aspects,namely,emotional exhaustion,dehumanization and loss of personal sense of achievement.The harm of job burnout of village cadres is analyzed.The author analyzes the reasons for the formation of job burnout of village cadres from three aspects: institutional level,personal level and social level.Several specific reasons are listed in each level.Therefore,village cadres are divided into four types: progressive and practical type,interest first type and lazy and decadent type.Due to the special role of women in rural society,There are also obvious differences in the role of female cadres in village cadres,so they are discussed separately,analyzed the performance and reasons one by one,and put forward targeted countermeasures for different types of village cadres.Facing the great task of rural revitalization,the party and the government give full support to rural construction,but also full of expectations.It is urgent to alleviate the job burnout of village cadres and fully stimulate the enthusiasm of village cadres.This is a systematic project,which needs the attention of the whole society and professional planning.We should build a team of motivated,confident and capable cadres from multiple perspectives such as psychological construction,ability training,improving treatment and integrating the environment,and then they will work together with hard sweat and wisdom to depict a beautiful countryside.By referring to the experience of advanced cities and the relevant analysis in the article,this paper puts forward four measures to solve the job burnout of village cadres,which are to strictly select people,establish a scientific and diversified evaluation mechanism,strive to improve the political salary and social status of village cadres,effectively carry out the professional ability and ideological training of village cadres,and accelerate the revitalization of rural areas and the integration of urban and rural areas.Through the above measures,Revitalize grass-roots organizations,improve the entrepreneurial enthusiasm of village cadres and officers,and build a cadre team that understands agriculture,loves rural areas and farmers,so as to help promote the strategy of Rural Revitalization.
