At the end of 2019,a sudden outbreak of COVID-19 completely disrupted China’s social life and economic order.The CPC Central Committee quickly brought the epidemic under control with a variety of precise and decisive epidemic prevention measures,and gradually restored social life and economic order.However,due to the outbreak of COVID-19 abroad,there are still sporadic outbreaks in China.Therefore,China has not fully opened up the resumption of work and production for enterprises.Businesses have been badly hurt,unemployment has soared and the country’s economy is in recession.In order to solve the new champions of the outbreak of the economic recession and unemployment problems,at a national two sessions in 2020,Prime Minister Li Keqiang in affirmed the squatter communities in promoting the recovery of national economy plays the positive role at the same time,points out that government entities at all levels shall take various measures to relax the limitation on the employment of some unreasonable,Through the country’s macro-control and other means to achieve "six stability" and "six guarantees" to help and promote people’s employment,he also stressed the need to ensure people’s livelihood in special times and enhance the vitality of economic development.In this background,the central government,in the civilized city selection index of 2020 points out: "no longer will the city strong-arming,street markets and traders as the content of the selection and assessment of the national civilized city,in the creation of a civilized city to safeguard the livelihood of the people’s demand,to restore the economic and social order".At this time,as an economy to protect people’s livelihood and promote employment,the land sharing economy has been attached great importance to by the state,and has been rapidly developed across the country in order to alleviate the employment pressure caused by the COVID-19 and promote economic recovery.After being recognized by the state,the market economy quickly spread across the country,promoting the recovery of local economy,stimulating consumption,and solving the survival problem of some families from the bottom of the society who could not work outside due to the impact of the epidemic.However,the rapid development of the land-sharing economy has also revealed a lot of problems,such as obstructing traffic,polluting the environment,causing noise and so on,so the development of land-sharing economy has also brought new challenges to the law enforcement of urban management.Based on literature research,this paper selects the post-epidemic era of street economy and urban management law enforcement in Area A as the research object,and applies street bureaucracy theory,government regulation theory and collaborative governance theory.Through questionnaire survey and field interviews,this paper analyzes the reasons for the rise of the urban management economy in District A after the reduction of COVID-19,the challenges to the law enforcement of urban management in District A,and the problems and causes of the law enforcement of urban management in district A during the same period,and finds that the pressure and problems brought by the urban management economy to the law enforcement of urban management in District A after the reduction of COVID-19 are really not small.Based on this,countermeasures are proposed to solve the problems of A’s land-sharing economy and urban management law enforcement after the reduction of COVID-19.This paper has some practical guidance for the study of urban management law enforcement in District A in the face of the rise of the decentralized economy after the reduction of COVID-19.In order to achieve A district urban management law enforcement departments in the special period to better manage the city,to serve the people.
