Research On The Construction Of New-Type Professional Farmer Cultivation System

The key to cultivating new-type professional farmers is to build a new-type professional farmer training system.In recent years,with the extensive development of the cultivation of new-type professional farmers,while significant achievements have been made,there have also been issues of selection and identification,training management,and security issues.On the one hand,the problem of cultivation hinders the improvement of the individual professional ability of the new professional farmers,and on the other hand affects the growth and development of the new professional farmers.The system is the foundation for solving problems and has a fundamental,overall and long-term effect.The construction of the cultivation system can solve the problem of cultivation from the institutional level,can provide top-level institutional support for the cultivation of new-type professional farmers,and can better and faster promote the growth and development of new-type professional farmers.This thesis is based on the theory of system construction of Marxism and Marxism in China and the theory of farmer cultivation.From the perspective of system construction,it uses literature research method and case research method to study the new occupational training system of Meishan City,Kunshan City,and Ankang City.By studying the status quo of cultivation in the three places,it is concluded that a new type of professional farmer cultivation system has initially formed a "three-in-one" cultivation system,that is,a certification management system,a training management system,and a cultivation security system.However,there are still problems in the construction of the cultivation system.The main problems are: First,the training management system needs to be improved.This is reflected in the fact that the incentive system has not yet been established,and the training and teaching system is not innovative enough.Second,the training guarantee system is insufficient.This is reflected in that the fostering of external guarantee systems needs to be improved,and the fostering supervision and assessment system needs to be improved.Third,the management system is not yet perfect.It is manifested in the single index of the classification and rating system,and the insufficient follow-up construction of the management exit system.Fourth,the cultivation laws and regulations are not perfect.In this regard,the construction of a new-type professional farmer cultivation system must adhere to the principles of problem-oriented and cultivation system construction.First,Improve training management system.Establish a fostering incentive system,a regular training system,a "credit bank" system,a "modern apprenticeship" training system,and a teacher training system.Second,strengthen the cultivation and guarantee system.Improve the external guarantee system for the cultivation of new-type professional farmers and the cultivation supervision and assessment system.Third,improve the classification rating and management exit system.Fourth,improve the cultivation of laws and regulations,focus on the top-level design,and promote the cultivation of legislation.The innovations of this paper are: First,the research perspective is innovative.From the perspective of system construction,we will study the path of cultivating new-type professional farmers and expand the research perspective.Second,innovation in the content of the system.Innovative construction of the cultivation system,increase and improve the content of the cultivation system.The shortcomings of this thesis are: due to the differences in the geographical location,political and economic levels of various regions,the research results of this thesis are difficult to meet the construction of the cultivation system in some regions.All regions should work out a new type of professional farmer training system suitable for the region based on the field conditions and local practice results,combined with the "three-in-one" cultivation system of this thesis.
