New Professional Farmers Based On Competency Model Research On Cultivation Path

A strong country must be strong in agriculture.In a series of documents issued by the Party Central Committee in 2022,it is proposed to strive to create a new situation of rural revitalization.The comprehensive promotion of rural revitalization is inseparable from high-quality rural talents.The top of high-quality rural talents is new professional farmers.Therefore,from the perspective of reality,the cultivation of new professional farmers is conducive to the development of modern agriculture in China to a new level.Especially in the context of the victory of poverty alleviation and the comprehensive promotion of rural revitalization,the cultivation of new professional farmers has become a necessary measure for China to deal with the work of " agriculture,rural areas and farmers," ensure stable agricultural production and increase farmers ’ income,and promote the realization of agricultural modernization.In recent years,under the guidance of policies,all over the country have started the cultivation of new professional farmers,but behind the cultivation work,there are still a series of problems involving logic.They do not know what kind of new professional farmers should be cultivated,which leads to the fact that the cultivation work in various places is large,without adjusting measures to local conditions and teaching students in accordance with their aptitude.The consequence of lack of pertinence in training is low training efficiency.In order to solve this problem,starting from the competency,this paper discusses the qualities that new professional farmers should have,and constructs the competency model of new professional farmers.This paper constructs a new professional farmer competency model based on a "problem solving-centered" approach to solve the problem of cultivating new professional farmers.We conducted behavioral interviews with new professional farmers in County J,summarized and extracted a new professional farmer competency model with 5 modules and 22 dimensions,including management ability,agricultural professional quality,basic ability,professionalism and personal quality,and explained the 22 competency qualities of new professional farmers.Based on the competency model,we compiled the New Professional Farmer Competency Quality Questionnaire and found that the limited government funding has become an important constraint to the cultivation of new professional farmers,and there is no scientific and reasonable planning for the cultivation of new professional farmers.The government needs to play a leading role in deploying existing human resources and educational resources,adopt a targeted cultivation model for new professional farmers,provide guarantees for cultivation work by increasing financial support and providing more guarantees,and strengthen the overall quality of new professional farmers by changing farmers’ideology.
