| Driven by a new round of sci-tech revolution and industrial reform,a smart era characterized by networking,digitization and intelligence has emerged.The concept of "Smart City" has been born,expanded and evolved thereby.The proposal of Smart City concept provides a new solution and direction for the urban problems caused by China’s rapid urbanization.The comprehensive implementation of the "Digital China" strategy has set off an upsurge of building the innovative smarter city in China,and put forward new requirements for the transformation of government functions in modern urban governance.As a leading force in the construction of the innovative smarter city,our government plays an indispensable role in the whole process of construction and operation.The government can promote the innovative smarter city construction better through reasonable behavior intervention.This paper takes the government behavior in innovative smarter city construction of Yubei District of Chongqing as the research object.The main theories adopted are the overall government theory,public governance theory and new public service theory,and the main methods adopted are literature research,field investigation,interview and comparative analysis.Based on the current situation of the innovative smarter city construction in Yubei District of Chongqing,this paper analyzes the achievements of the innovative smarter city in top-level design,policy-making,information infrastructure construction,smart industry development,smart scene application,network security and so on according to the basic performance of government behavior.The research finds that there are some problems in Yubei District government during the construction of innovative smarter city,such as insufficient overall planning of top-level design,insufficient integrating and sharing of data resources,insufficient promotion of innovation and application,in short supply of public services,and weak sustainability of smart city construction and operation.The main reasons are as follows:the deviation of administrative concept,the imperfect mechanism of inter-departmental coordination,the not in-depth livelihood services and the single mode of investment and financing.Based on the analysis and reflection on the above problems,this paper summarizes the achievements and deficiencies of relevant experts and scholars at home and abroad in the theoretical research of smart city construction,comprehensively analyzes the government behavior practice in the construction of smart city in Amsterdam in the Netherlands,Baishi in Chiba County in Japan,Longgang District in Shenzhen City and Pudong New Area in Shanghai,and concludes four aspects of experience on optimizing government behavior in the construction of smart city.The four aspects of experience are listed as the following: focus on benefiting enterprises and people on target positioning;insist on data-driven as the key point of smart city construction;pay attention to government-enterprise cooperation on financial guarantee;highlight phase conduction on implementation.This paper then puts forward countermeasures and suggestions for the optimization of government behavior in the construction of innovative smarter city in Yubei District of Chongqing from following five aspects:strengthen the top-level design to improve the overall framework of smart city;highlight the integration and utilization to deepen the data resource sharing mechanism;transform regulatory functions to enrich intelligent application scenarios;adhere to people-oriented principle to optimize public services that are for people’s convenience and benefit;innovate the investment and financing mode to guide the extensive participation of social capital. |
