Study On The Problems And Countermeasures Of Government Service In The Construction Of Smart City In Yubei District

"Urban Diseases" are becoming more and more serious,such as traffic congestion,housing difficulties,environmental deterioration,resource constraints and other obstacles to urban development and social progress.In order to alleviate these problems,major and medium-sized cities in China,smart City as a city construction planning,opened a new chapter of urban development.Yubei District is one of the core areas of Chongqing.It is an inevitable choice and trend for Yubei District city development to solve the bottleneck of city development and upgrade Yubei District’s industry and government services.This study aims at the problems of intelligent service in the process of Yubei District smart city construction,and formulates related optimization countermeasures,with a view to narrowing the gap in the follow-up construction process,give full play to the value of smart city construction.In order to study the problems of government service in the construction of smart city in Yubei District,this paper mainly uses the methods of literature research,Case Analysis and public policy analysis,Starting from the basic concepts of government governance theory and New Public Service theory,the paper defines the basic concepts of smart city construction,big data and government service,and establishes the theoretical basis of this paper.Firstly,this paper expounds the present situation of the government service in the construction of smart city in Yubei District,By expounding the role and function of Yubei District government in smart city construction at present and analyzing the external favorable environment of multi-level government policies to promote infrastructure construction of smart services,in the course of building a smart city,the Yubei District government provides Yubei District people with energy-saving and efficient government services and scientific cultural and educational services,convenient transportation services and production and property safety services reflect the smart city construction brought by government services to change the lives of Yubei District people;and the same time,there are some problems such as unclear responsibility,repeated construction of projects,uneven service level and unrealistic service platform;The reasons are as follows: lack of unified planning,lack of corresponding assessment mechanism,lack of talent in emerging industries,lack of awareness of active service and participation and lack of publicity and training intensity;At last,the author puts forward several measures to solve the above problems: to strengthen the internal unified planning and use,strengthen the intelligence project construction assessment incentive,reserve relevant professionals,strengthen the intelligence service awareness and strengthen publicity and training,it is of practical significance to optimize the government service in the construction of smart city in Yubei District.
