Research On Digital Construction And Realization Path Of Rural Governance

Village is the cell of the country,and rural governance is an important part of social governance.At present,in the Internet era,the digitization of rural governance has become a new development direction of rural governance.At present,the digital construction of rural governance in China is still in the initial exploration stage.Many regions have accumulated some successful experience in practice,but there are still some difficulties and problems.Further exploration and improvement are still needed to promote the digital construction process of rural governance.Taking w street of J City as an example,this paper analyzes the current situation,problems and reasons of the current digital construction of rural governance by using the research methods of literature research,field investigation and interview,draws lessons from the advanced experience of the digital construction of rural governance in the two regions,and puts forward feasible suggestions for the digital construction of rural governance.The research findings of this paper are as follows: first,the basic situation of the digital construction of rural governance in W street of J City: the use of s provincial government service network,J City rural organizations to revitalize the big data center and the "governance with Z" app to realize the preliminary transformation of government services,Party member management and rural governance digitization,attract the participation of village cadres,villagers and social organizations,effectively change the way of village affairs supervision,improve governance efficiency and unblock service channels,Promote the participation of the main body;Second,there are still many problems in the digital construction of rural governance,including the single subject of digital construction,the dominance of sub district offices,and the weakening of the role of social forces and rural residents;The coverage of construction content is narrow,and the management services for digital infrastructure,network security and information vulnerable groups are not in place;The grid construction mode is extensive,and the problems of work order handling and information island have not been solved;Lack of long-term governance,heavy digital governance tasks and high operating costs.In view of the problems in the digital construction of rural governance,the main reasons include the insufficient investment of social forces and the insufficient purchasing power of village collective in terms of digital construction funds;In terms of the construction of digital governance system,the existing supervision system,data acquisition mechanism and information sharing mechanism are not perfect;In terms of the digital concept of governance,the concept transformation of grass-roots cadres is slow,and the digital literacy of villagers is low;In terms of rural digital talents,the ability of village cadres is limited,there is a lack of rural information talents,and the digitization degree of villagers is low.Finally,based on the typical experience of Huaxi street in Huzhou and Wuzhen town in Hangzhou,this paper puts forward specific suggestions and Implementation Paths,including introducing diversified capital,consolidating the foundation of digital construction,improving the digital system and platform of rural governance,cultivating diversified co governance subjects,increasing the introduction and cultivation of talents,and finally realizing the digitization of rural governance.
