Analysis On The Integrated Governance Mechanism Of Grass-roots Party Construction From The Perspective Of Political Potential Energy

Since the reform and opening up,with the reform of the political system guided by the separation of party and government,the social integration ability of the party at the grassroots level in the city has also decreased,and it is urgent to construct a new integration mechanism.In recent years,the CCP has highly emphasized the leadership of the Party,strengthened the construction of the Party’s grassroots organizations,and played a leading role in grassroots governance.H District of L City in Jiangsu Province is the local political,economic and cultural center,with outstanding governance level.Based on the empirical investigation in the region,the author takes the specific governance model of grass-roots party organizations in the process of creating National Civilized City as a research case,and tries to analyze the operation mechanism of "integrated governance of grass-roots party construction"from the perspective of "political potential energy ".By combing the relevant literature,the author constructs the analytical framework of integrated governance from the perspective of political potential energy;based on the case study method,the author describes the governance practice of grass-roots party organizations in the representative community of H District in the process of creating National Civilized City,and deeply analyzes different types of political potential energy and corresponding mechanisms according to the analysis framework,and further discusses the case from two angles of ’ political potential energy release ’ and ’ grass-roots party building integrated governance ’.In the conclusion part,based on the above analysis,the author summarizes the integrated governance mechanism of grassroots party building from the perspective of political potential energy,and contributes to the new understanding of political potential energy theory.The creative work of grassroots party organizations in H district shows that as the core of grassroots governance,grassroots party organizations in H district lead various governance subjects,formulate various governance plans and coordinate various governance resources.Through the flexible use of political potential energy,grassroots party organizations in H district not only complete the goal of creating National Civilized City issued by superior organizations,but also realize the effective integration of grassroots society in this process.Studies have pointed out that this integration is no longer an allpowerful domination in China’s traditional period,but a "one-core pluralism" integration of" party centralism,"and a two-way relationship of "strong leading-active participation "that is more suitable for the development of the times.The ’ Party building leading ’ is not’ substituting the party for the government ’,not the party ’ s coercion of the country,nor the party ’ s repression of the society,but the all-round development under the leadership of the party,and the dialectical unity of ’Party leadership’ and ’people’s position’.
