Rural Governance In Funing Town Of Suifenhe City From The Perspective Of "Three Governance Integration"

The issues concerning agriculture,rural areas and farmers are fundamental to the country’s economy and people’s lives."Opinions of the CPC Central Committee and The State Council on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization" points out that "effective governance" is the basis of the rural revitalization strategy.According to the report of the 19 th National Congress of the CPC,"We will strengthen basic work in rural communities and improve the rural governance system that combines autonomy,rule of law and rule of virtue." This requirement points out the direction for the modernization of rural governance.In recent years,rural autonomy,rule by law and rule by virtue have developed continuously,but in the process of modernization of rural governance,the degree of "integration of the three governance" has far reached the level required by the modernization of national governance.This study is based on the region of Funing Town of Suifenhe.There are only two towns in Suifenhe,among which Funing village accounts for a large proportion and is relatively representative.The effect of rural governance in Funing Town is directly related to local development,people’s production and life,and urbanization process.Based on the theory of good governance,rural governance and public governance,this paper expounds the main practices and outstanding problems in rural governance in Funing Town of Suifenhe City under the background of "integration of governance,Governance and governance" by using literature research method,case analysis method,analytic hierarchy process and field investigation method.For ordinary villagers,members of the village "two committees",the grass-roots government workers and enterprise employees a total of more than 200 respondents handed out questionnaires,according to the results of the interview survey found that the current town of funing "three integration" cure rural governance system of autonomous consciousness ability is insufficient,low efficiency,slow construction of rule of law,moral power waning,through the analysis,The main reasons for these problems are as follows: the lack of rigorous affairs management system in the village party organization,the serious lack of new township talents in the outflow of population,the lack of legal culture in the rural society,the lag in the construction of rural spiritual civilization,and the lack of understanding of the overall concept of "three-governance integration".Finally,the town of funing rural governance system of "three governance convergence" adhere to the party leading the rural governance,solid autonomous rural governance,strengthening the rule of law guarantee rural governance,promote moral guide rural governance and perfect democratic system and related system optimization strategy of strengthen the rural governance,in order to suifenhe funing town "three integration" cure make recommendations in building the rural governance system.
