An Empirical Study On The Business System Environment In Zhengzhou From The Perspective Of Supply-demand Matching

A business environment is an important manifestation of a country’s or a region’s soft power and an important means to unleash productivity and enhance competitiveness.The business institutional environment is the essence and core of the business environment.It is the sum of the relevant rules,policies,regulations and normative documents issued by the government and relevant departments for enterprises in the process of start-up,operation and withdrawal.These systems directly affect the play of government functions and the formulation of enterprise decisions.Improving the business institutional environment is not only a necessary guarantee for market entities to conduct business activities in the new era,but also an extension of the strategy of comprehensively governing the country by law.This study of Zhengzhou business system environment as the research object,around the city of Zhengzhou to optimize the content of the business system environment and results,combining with literature research,questionnaire method,interview method,the new public service theory,new institutional economics theory,designed on the basis of government performance evaluation theory has a good reliability and validity of matching supply and demand factors of system,And contains the business registration and registration system,construction license system,system of infrastructure construction,real estate registration system,credit financing system,the small and medium-sized investors protection system,tax system,cross-border trade system,bankruptcy system of examination and approval mechanism and commercial dispute resolution mechanism 10 elements,through the business matching supply and demand model of the institutional environment,The matching degree of supply and demand of each institutional element and the matching value based on different sample classification are calculated.The results show that,on the whole,most of the business systems in Zhengzhou have good supply-demand matching degree,but there is a widespread shortage of supply,and different subjects have great differences in the supply-demand matching degree of the business system.On the one hand,the lack of institutional supply is due to irregularities,inadequacy and inadequacy in the content,openness and implementation of the business system.On the other hand,the lack of prominent demand-oriented business system is an important reason for the mismatch of precise supply and demand alignment.The imperfect demand expression mechanism and the lack of necessary demand information classification system make it difficult to identify and integrate enterprise demand,and the business system cannot accurately respond to enterprise demand.Therefore,relevant departments should standardize the content of the business system,and make the details of the system specific and detailed;In terms of institutional disclosure,optimize the channels for the disclosure of business regulations and ensure the disclosure of objection procedures;In terms of institutional implementation,we will deepen reform to delegate power,delegate power,and improve regulation and services to promote effective implementation of the business system.The demand-oriented differentiated supply model should be implemented from perfecting demand expression mechanism and demand classification system.Finally,we should make full use of the supply and demand model to obtain the attitude of enterprises towards institutional supply and demand,and adjust and optimize the business system based on this,so as to promote the dynamic balance of the business system environment.
