Optimization Of Emergency Management Mechanism Of Township Government

Emergency management is an important component of China’s governance system and governance capacity.It undertakes the important mission of preventing and resolving major risks,maintaining the safety of people’s lives and property and social stability.At present,the spatial and temporal distribution of natural disasters in China is uneven,and the situation of safe production is not optimistic.Disaster prevention,mitigation and relief work is under great pressure,and emergency management is facing great challenges.In particular,the first impact of emergencies is the grassroots people,which is related to people’s lives and property safety,which puts forward higher requirements for the emergency management ability of grassroots government.However,the grass-roots emergency management has a wide range of points,weak basic conditions,and low degree of systematization and informatization.Especially after the reform of the emergency system,there are problems such as the inconsistent setting of emergency agencies,the unclear responsibilities of emergency work,the unsmooth coordination and linkage of emergency,and the insufficient ability of emergency subjects.Therefore,grass-roots governments need to continuously optimize the emergency management mechanism,improve emergency management capabilities,and effectively maintain the safety of people’s lives and property.Under the overall background of the reform of emergency management institutions and the promotion of the modernization of national governance system and governance capacity,this paper takes the emergency management mechanism of township government in H County after the institutional reform as the research object,and uses the methods of case analysis and field investigation to introduce the current situation of emergency management in H County after the new round of institutional reform.It seeks commonness through characteristics and explores essence through phenomena.Then the holistic governance theory and crisis management theory are used to analyze the emergency management mechanism of township government in H County,summarize the existing problems,and analyze the reasons for the problems in depth.Finally,suggestions are put forward to optimize the emergency management mechanism of the township government.Through institutionalization,the township government’s emergency management agencies and division of responsibilities are clarified.Through informatization,the emergency prevention and control ability is improved.Through strengthening the grid management,building a dual prevention mechanism and popularizing the emergency culture,the corresponding mechanism of the prevention and emergency preparation stage is optimized.Through strengthening information collection and broadening the early warning channels,the corresponding mechanism of the monitoring and early warning stage is optimized.Through improving the evaluation method and integrating emergency resources,the corresponding mechanism of the emergency disposal and rescue stage is optimized.By mobilizing social forces,innovative ways and means to optimize the recovery and reconstruction phase of the corresponding mechanism.
