In the 21st century with the wave of globalization as the background of the times,with the development of my country’s economy and society and the awakening of people’s awareness of rights protection,environmental contradictions have become increasingly acute,and mass incidents caused by environmental problems have occurred frequently.This article takes environmental mass incidents as the research object,and combines the police handling of environmental mass incidents with the crisis life cycle theory and the crisis management "MPRR" model in the crisis life cycle theory from the perspective of public security organs.Develop ideas for better handling of environmental mass incidents,and provide safe and efficient handling models and measures.Take the waste incineration power plant in Z Township in Y District as an example for analysis.The first part first defines the related concepts and clarifies the relationship between the related concepts of environmental mass incidents in order to understand the general performance and characteristics of the incident.The second part is the specific application of the crisis life cycle theory,including the division of the life cycle of events,analysis of the characteristics and evolution laws of such events in four different stages,and analysis based on the general model of the crisis life cycle and key points The internal evolution mechanism of environmental mass incidents constructs a phased development model of environmental mass incidents.The third part is based on the "MPRR" model of crisis management,discussing the problems in the police handling process of environmental mass incidents from the four stages of mitigation,preparation,response and recovery.The fourth part is sufficient to analyze and provide countermeasures and suggestions for the public security organs to deal with environmental mass incidents.Through the establishment of a complete early warning plan mechanism,the on-site capabilities of the public security organs are continuously improved to ensure sufficient police force and materials and equipment.Through the introduction of the U.S.EOC emergency operation center model,the emergency consultation center is established to achieve the smooth operation of the command system and consolidate the results to contain The incident rebounded twice.
