To receive education,to receive quality education is the urgent needs and aspirations of every family.The balanced degree of education development affects the people ’s sense of gain and happiness,but the reality is that the development between urban and rural areas is not balanced.There are many reasons for this phenomenon.The most important reason is the unbalanced allocation of teacher resources between urban and rural areas,especially the uneven distribution of high-quality teachers,which hinders the high-quality development of compulsory education.How to optimize the allocation of teachers resources is not only an important exploration to continuously consolidate the basic balanced development of compulsory education,but also to promote the balanced development of high quality.As a county-level administrative unit,Qingdao J City also has a relatively difficult problem of unbalanced allocation of urban and rural teacher resources in the process of teacher resource allocation,which has certain research representativeness.Affected by many factors,teachers flow in one direction to urban schools.Excellent teachers can not be attracted,retained and stuck in the countryside,so the optimal allocation of teacher resources is to deepen the problem.Choosing the flow of teachers in J city as the case study object,this paper combs,compares and analyzes the current situation of the allocation of primary school teachers ’ resources in J city,and points out the problems in the process of the allocation of primary school teachers ’ resources in J city.This paper takes the allocation of primary school teachers ’ resources in J city as a case study.On the basis of interviews,statistical analysis and comparative research,this paper focuses on the analysis of the imbalance of the number,comprehensive ability,structure and professional development of primary school teachers ’ resources in urban and rural allocation,and then analyzes the causes of the problems.The incentive mechanism of teacher resources is not perfect,the economic development is not balanced,the education policy is not perfect,and the teacher management system is not systematic.Finally put forward the establishment of differential compensation system,speed up the rural construction,promote the optimal allocation,improve the education policy,optimize the policy environment,improve the management system of teachers,promote the rational flow,to optimize the allocation of Qingdao J city urban and rural primary school teachers resources to provide feasible countermeasures and suggestions.
