Problems In Land Approval Under The Background Of “Decentralization,Administration,Service” And Countermeasure Research

Land examination and approval is not only one of the key tasks of the administrative examination and approval of engineering construction projects that directly affect the speed of investment projects’ construction and production,but also one of the important contents of the reform and development of government departments ’ decentralization,management and service.It has always been the concern of society and investors.Y City adheres to the principle of efficiency priority,with the help of ’ Jilin Province to carry out the comprehensive reform of engineering construction project approval system implementation plan ’ and other document policies,the implementation of engineering construction project approval reform,effectively realize the service quality and approval efficiency ’go hand in hand ’.This paper focuses on the reform of land examination and approval of construction projects in Y city,taking the reform of government’ s decentralization and service as the background,focusing on the reform objectives of decentralization,separation of trial and management,and serving the masses.Combined with the theoretical research of holistic governance theory,the development process of land examination and approval reform of construction projects in Y city and related practical exploration are analyzed.Through interviews with approval staff and investors,this paper makes an in-depth analysis of the outstanding problem s such as low efficiency of land approval,overlapping and blind spots of land approval and supervision,lack of sharing of department platform data,and conflicts between policies and regulations after the reform of land approval in Y City.From the integration of the vertical system from top to bottom to the coordination of the relationship between horizontal departments,the causes of the problems are analyzed.By drawing on the advanced experience and practices of Tianjin and Hangzhou in China,how to optimize the land approval of Y City is discussed.Countermeasures and suggestions are put forward from the aspects of improving approval efficiency,unifying standards and incentive and accountability mechanisms,strengthening platform information sharing,and building legal barriers for parallel approval.This has very important practical significance for deepening the reform results of “ deregulation and service ” in Y City,optimizing the land approval of engineering construction projects in Y City,and improving the satisfaction of social investors and the masses.
