| Deepening the reform of administrative approval is of great value and significance for further transforming the functions of local governments,promoting law-based administration,optimizing the investment environment,preventing corruption,and realizing the leap-forward development of regional economy.Along with the "run once at most" reform in the reform of local administrative approval,this is an important step in the modernization of Chinese governance.In-depth "run once at most" reform can promote a series of new changes in government functions like political mechanisms,style of work,measures,policies,laws and regulations,so as to make local government management more scientific,which is the requirement for the modernization of national management system and control capacity in the new era after the 19 th CPC Central Committee National Congress.Based on the concept of service-oriented government and the theory of holistic government,this paper discusses Jia Xing’s "run at most once" reform by using literature method and questionnaire survey.This paper analyzes the current situation,effectiveness and existing problems of the "run once at most" reform,and finally puts forward suggestions on deepening the reform of "run once at most" reform in Jia Xing.This paper is divided into six parts: the first part is the introduction,which explains the research status,research significance,research ideas,research methods and innovation points of this paper;The second part mainly explains the relevant concepts and theoretical basis used in this paper,defines the core concept of this paper,and introduces the theory used;The third part introduces the current situation of Jia Xing’s "run once at most" reform,analyzes the background,main measures taken,achievements and experience of "run once at most" reform in Jia Xing.The fourth part analyzes the problems and reasons of Jia Xing’s "run once at most" reform through questionnaire survey.Finally put forward the corresponding measures and suggestions.It is found that since the implementation of "run at most once" reform,the administrative efficiency of the government has been significantly improved,some unnecessary processes have been simplified,and the cost of government administrative activities has been reduced.The quality of government services has also been significantly improved,following the people-oriented concept,so that the service has become distance free,high quality and more satisfactory.However,the reform of "run once at most" administrative examination and approval system is still facing huge challenges at present.Information asymmetry exists between the public and the government in grasping and understanding the items of administrative examination and approval.Information sharing is not perfect,there are data barriers between departments;The process reform is not in-depth,and some members of the public do not understand the "run once at most" reform,which affects their role in the reform.Finally aimed at the problems from the perfection of the mechanism of information communication,the innovation of administrative examination and approval process,strengthen the personnel and business training,strengthen the propaganda guidance,to deal with reported for examination and approval matters five aspects put forward the corresponding reform Suggestions,so as to further promote the reform of the administrative approval of Jiaxing city,also for other local administrative approval of innovation development train of thought. |
