Sewage discharge permit system is an important environment al management work that has been vigorously promoted in China since 2017,after nearly five years of explore development,impl ementation and improvement,the system of tradable permits ha ve gradually integrating and join the various environmental mana gement systems now,including environmental impact assessment system,environment statistics system,total amount control syst em,etc.,make the system of tradable permits importance gradu ally enhanced,Gradually become an important core of the entire environmental management work.At the same time,the implem entation of this system will further promote pollutant discharge u nits to implement the main responsibility of enterprise environme ntal protection,establish and improve the enterprise environment al management system.This paper takes the implementation of pollutant discharge p ermit system in J city as the research object,analyzes the resear ch trends of the development of pollutant discharge permit syste m in China and abroad,analyzes the implementation process of pollutant discharge permit system,and analyzes the core concep ts of public policy implementation and new public management t heory.By analyzing the implementation process of the pollutant discharge permit system in J City,the relationship between the i mplementation of the pollutant discharge permit system in J City and the Smith Policy-Implementation-Processing pattern is establi shed,and the application of Smith Policy-Implementation-Processi ng pattern in the implementation of the pollutant discharge perm it system is analyzed.In order to explore the problems in the im plementation of the pollutant discharge permit system in J City,t his paper used questionnaire survey and individual interviews to find problems in the following four aspects: inadequate applicatio n process of pollutant discharge permit in J City,execution deviat ion in the issuance process,incomplete execution,and failure of stakeholders to supervise the whole process.Combined with Smit h Policy-Implementation-Processing pattern from the aspects of id ealized policy,implementation subject,target group and environ mental factors,the reasons for the problems in the implementati on of the sewage permit system in J city are explored.In terms of the existing policy system,the research on total quantity cont rol failed to provide effective support for pollutant discharge per mit management,and the related supporting systems of pollutan t discharge permit system lacked planning layout.In the implem entation of the main body,the lack of reasonable and perfect sy stem implementation rules,sewage permit issuance of the main l evel is low;At the level of target group,there is conflict betwee n the implementation of emission permit system and the pursuit of profit maximization,and there is deviation in the value concep t of target group and insufficient attention.In terms of environm ental factors,there is a lack of effective social and public partici pation mechanism in the whole process,and there is no specific plan and scope of information disclosure.In the implementation of the sewage permit system in J City,the experience of Shang hai and Zhejiang Province,which have better system implementa tion,is introduced in China.Finally,the paper gives some suggestions from the improvem ent countermeasures.First,improve the scientific policy system,f ocus on making them more scientific and improve relevant policy systems.Second,improve the implementation procedures,stren gthen the awareness of the subject of implementation,improve t he on-site inspection system of the sewage permit system,and c orrect the implementation deviation in the process of verification and issuance.The third is to increase the attention and particip ation of target groups,strengthen policy publicity,make enterpris es consciously assume the main responsibility of pollution control,and enhance the importance of enterprises to the implementatio n of the emission permit system.Fourth,form a social environme nt conducive to the implementation of the system,create a good public opinion environment for the implementation of the syste m,improve the public participation policy tools,develop environ mental protection organizations to participate in the daily supervi sion of the implementation of the sewage permit system,and pr omote the information construction of sewage permit.This article is through Smith Policy-Implementation-Processing pattern of discharge permit system
