The Effectiveness Of The Policy Implementation Of The Grassroots Government

The implementation of the grassroots government is of great value to the realization of the goals of public policies.It has mastered the final effects of public policies and directly reflects the effectiveness of policy implementation.The effectiveness of the implementation of the grassroots government is related to the government’s credibility,which represents the government’s influence and appeal,and truly reflects the people’s satisfaction and trust in the government.Improving the credibility of the government is a requirement for improving the government’s ability to work,and it is also a requirement for building a service-oriented government that satisfies the people.The grassroots government has assumed an important role in this process.Therefore,it is extremely important to understand the effectiveness of grassroots government policy implementation.In order to explore the factors that affect the effectiveness of the implementation of the grassroots government,this article takes the prevention and control of the African swine fever epidemic in 2018 as an example,and uses the Smith policy implementation model as the analysis framework to analyze the ideal policy,the characteristics of the grassroots government policy implementation,the policy implementation environment and goals.The group’s acceptance of the policy was started,and the implementation process of the African swine fever prevention and control policy in County X was analyzed.Studies have shown that the main factors affecting the effectiveness of the implementation of the African swine fever prevention and control policy in County X are that the executive body is faced with insufficient executors,single implementation methods,and poor organization and coordination,and the target group’s recognition of the African swine fever prevention and control policy not high,insufficient investment in prevention and control resources.The main reasons for this phenomenon are: the limitation of the ability of the policy implementation agency and personnel,the target group is facing the dilemma of collective action,and the lack of organizational resources.The study of this issue provides a decision-making reference for the effective implementation of grassroots government policies in response to major emergencies.The case of County X shows that although the overall effect is viewed,the national African swine fever prevention and control policy has been implemented well.However,there is still a certain degree of deviation in the implementation of prevention and control policies in the grassroots government,and the effectiveness of the implementation of the policies of the grassroots government will also be damaged to a certain extent.In order to make the policy implementation of the grassroots government more effective,it is necessary to start to improve from the implementation subject,policy resources and other aspects.
