Research On The Implementation Of The Independent Innovation Policy Of Advanced Manufacturing Industry In Province H

Manufacturing is the main sector that creates material wealth,and independent innovation is the main driving force for economic development.Improving the independent innovation policy of the advanced manufacturing industry and improving the policy supply capacity is an important part of promoting the modernization of the national governance system and governance capabilities.The economic development level of Province H is located in the upper and middle reaches of the country.The scale of the manufacturing industry is relatively large,and it is in a critical period of transformation and upgrading.The development environment of advanced manufacturing is typical and representative,and its experience is also useful for other provinces.From the perspective of Smith policy implementation process model,the paper attempts to comprehensively use literature collection,comparative analysis,case studies and other methods,through field investigations and statistical data analysis,starting from the actual economic development of H Province,through ideal policies,target groups,and implementation.The four important factors of organization and external environment are used to discuss and analyze the actual situation of the implementation of independent innovation policies in the advanced manufacturing industry in H Province,and analyze the existing problems and the root causes of the problems.The study believes that the independent innovation policy of advanced manufacturing in H Province has produced good results during the implementation process,and has effectively promoted the transformation,upgrading and innovative development of advanced manufacturing.In practice,some experience and practices that can be promoted and replicated have been formed.It provides a useful reference for the construction of manufacturing independent innovation policy systems in other regions,but there are also some structural and institutional contradictions.In response to these outstanding problems,the thesis puts forward some practical solutions based on the effective performance of government functions,so as to promote the formation of a mature idea of perfecting the service manufacturing industry’s independent innovation development policy system.
