China’s urbanization development mode has changed from "extensive mode" to "detailed mode",from the original expansion of construction scale to improving the quality of old residential areas.The concept of adding elevators to existing houses is the supply of public services for people’s livelihood,which has attracted more and more attention from all walks of life.It has been written into the government Work Report of The State Council for three consecutive years(2018-2020).In the report of the government Work in 2022,it was once again proposed that "we should support the installation of elevators and other residential facilities in urban housing".The work of adding elevators to existing houses can greatly facilitate residents.Especially the elderly living and traveling to meet the needs of "adapting to aging" transformation in Chinese communities,and constantly improve the quality of community life and service quality;In addition,convenient community living conditions play an important role in strengthening the happiness of the elderly and improving the level of urban community governance.As a "quasi-public product supply" for specific Spaces and people,adding elevators to existing houses should be positioned as a policy process of community construction guided by public demand,initiated by the government and organized with multi-party cooperation and participation for the purpose of improving the software and hardware environment in the community.However,at present,some small and medium-sized cities,including Z City,are not moving forward smoothly,with the speed and scale of reconstruction lagging behind that of big cities.There are objective reasons for the low level of economic development and limited government financial resources in these regions,but the most important one is that there are many obstacles in the process of policy promotion,which leads to the difficulty of policy implementation.Therefore,for Z city,how to optimize the implementation process and links of the policy of adding elevators to existing houses and speed up the progress is an important practical problem to be solved urgently.This study studies the implementation of the policy of adding elevators to existing houses in Z City.Using Smith Policy-Implementation-Processing pattern theory as an analytical tool(Smith model for short),by investigating the background,main content and implementation process of the policy of installing elevators in existing residential buildings in urban areas of Z City,comparing and analyzing the successful and unsuccessful cases,using interview and questionnaire method to analyze the implementation status of each link of the policy,using the analysis framework of Smith Policy-Implementation-Processing pattern theory to analyze adding elevators to existing houses in Z City.Finally,six countermeasures are proposed,which are as follows: Involve stakeholders in decision-making,highlight the main responsibility of the government in policy implementation,improve the publicity and guidance ability of the community at the grassroots level,improve the efficiency of multisector joint action,reduce the cost of policy implementation by innovative means,strengthen the tracking service and performance evaluation after policy implementation,and finally,It provides useful enlightenment for improving the efficiency of collective action in the process of installing elevators in existing residential buildings in urban areas of Z city,boosting the progress of the reconstruction of old residential areas in cities,and carrying out the construction of livable cities for the aged.
