R Municipal Government Collaboratively Promotes The Construction Of "Lawsuit-Free Communities

How to resolve social conflicts and disputes at the grassroots level and maintain social stability and harmony has always been an important issue in China’s grassroots governance.Sinking in the public service resources under the background of double stack depth and social transformation,social contradictions increasingly diversified,grassroots community growing demands to participate in social governance,in order to more effectively respond to public demands and maintaining social order and social benign operation,implement effective social governance,grassroots community system for the need of relevant management theory,And then significantly improve the level of grassroots governance.Across the country,the government try to a lot of it based on this,"no suit" community construction is one of the many places has formed a mature model,however,from the perspective of "no suit community construction situation to analyze,the community construction is mainly dominated by the local government,the judicial organs,social organizations,neighborhood is not the main body of management work,can lead to late work harder.In the long run,it is not enough to complete grassroots social governance and achieve social stability.This paper is mainly divided into five parts.The first part defines the concept of "non-litigant community","non-litigant community" construction and collaborative governance theory based on the review of domestic and foreign research.The second part sorts out the construction status of "non-litigant community" in economic and Technological Development Zone of R City,studies the construction background,construction process and main practices,analyzes the construction status of "non-litigant community" and summarizes the work effectiveness.The third part,based on the investigation of the construction of "non-litigant community" in R City,analyzes the existing problems in promoting the construction of "non-litigant community" by R City Government from the perspective of collaborative governance.First,the governance capacity of the main body is low,which is mainly reflected in:the governance body under the leadership of the government is single,social organizations lack the autonomy to participate in the construction of "non-litigation community",and the government has a poor effect on the mass participation.Second,the coordination mechanism has not yet been formed.At present,the construction of "non-litigant community" in R City lacks the support of relevant policies and regulations,some policies are not updated in a timely manner,the rights and responsibilities of participants are unclear,and the entire governance process lacks an assessment mechanism.Third,the work is not ideal,mainly reflected in the long mediation cycle,the flow into chaos and tedious,part of the staff can not effectively complete the mediation work,residents do not understand the construction of "non-litigation community" work content.The fourth part analyzes the causes of R Municipal Government’s promotion of the construction of "non-litigant community" from the perspective of collaborative governance,which is mainly reflected in the following aspects: the deficiencies of the construction subject itself,the lack of coordination ability of each subject,and the lack of conditions for the formation of collaborative mechanism.The fifth part,R City coordinated to promote the construction of "non-litigation community" countermeasures and suggestions.Based on the analysis of the current situation,problems and causes of the construction of "non-litigant community",combined with the theory of collaborative governance,countermeasures and suggestions are put forward,such as giving full play to the functions of the main body,sorting out the mechanism of the main body,innovating the way of work,strengthening the construction effect,promoting the construction of "non-litigant community",and improving the governance capacity of the grassroots government.
