| Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has given a series of important instructions on the construction of Safe China,personally approved the establishment of the Safe China Construction Coordination Group,guided the construction of Safe China to achieve remarkable achievements,and embarked on a path of socialist social governance with Chinese characteristics.The "Proposals of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and Long-Term Goals for 2035" adopted by the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China makes important arrangements for building a higher level of Safe China.S County has a wide area and is in the "double acceleration period" of urbanization and industrialization.The economic and social structures are undergoing profound changes.As the social conflicts are frequently derived,social risks are multiple and complex,and the public order situation is severe,the traditional comprehensive governance methods of public order have become increasingly unable to adapt to the needs of economic and social changes.In order to promote high-quality safety construction,S County has successively carried out activities to create an advanced county in the province’s safety construction and assisted the pilot work in modernization of social governance in Meishan area.S County is adhering to the people-centered development concept,and serving the overall situation of the county’s economic and social development.It takes prevention and resolution of hidden dangers in social governance as a breakthrough,explores effective ways of urban and rural grassroots fine governance with characteristics of the times and the local,and constantly improves the safety construction system with the Party committee’s leadership,the government’s responsibility,democratic consultation,social coordination,public participation,the law guarantee,and the technology support.From the perspective of politics and law,and focusing on the governance of public order,this article is based on the research of safety construction related theories and knowledge,and elaborates on the status quo of S County’s safety construction in terms of organizational leadership,specific measures,and people’s satisfaction.Combined the surveys and seminars in mass satisfaction,this article analyzes the existing problems and the causes of formation,explores targeted countermeasures for deepening the safety construction of S County,and provides useful references for government decision-making.Through research,it is found that the current safety construction in S County has the problems of weak safety construction foundation,low participation of the people in safety construction,and low ability to use smart governance.The main causes for the problems in safety construction of S County only includes the lack of guarantee mechanisms and poor channels for public participation in safety construction,the need to improve the awareness of safety construction,and the imperfect safety construction mechanism,but also has a lot to do with the late start,the thin background and the poor foundation of social governance in S County,even has more obvious relationship in terms of smart governance.Based on the key transition period of safety construction work,and combining the requirements of modernization of new era’s urban social governance and the refined governance,it proposes countermeasures to strengthen the safety construction of S County.While continuously consolidating the construction of safety infrastructure,we must firmly grasp the empowerment of wisdom,combine Party building,government affairs,governance,people’s livelihood,and urban construction,and integrate high-tech such as the Internet of Things,Internet,and big data to promote the level of safety smart governance.Efforts should be made to increase public participation,liberate the shackles of the grassroots,open up channels for participation from all walks of life,actively draw all walks of life into social governance,and build a pattern of joint construction,governance and sharing. |
