The Breakthrough Of NIMBY Dilemma In Urban Infrastructure

With the improvement of China’s urbanization level,the urban population is more and more concentrated,and the demand for public facilities is increasing.Due to the negative externalities of some infrastructures,as well as the psychological dissatisfaction,the public is extremely repelling and unwilling to live near them,which is the origin of the NIMBY dilemma.This paper takes D municipal solid waste recycling economy industrial park as the research object.One is the solid waste landfill which has been basically out of operation,and the other is the solid waste incineration power plant which is in operation.As an important part of urban infrastructure,combining with the basic theory,this paper discusses the origin,development and results of the NIMBY event of domestic waste treatment facilities,finds out the crux of the problem,extracts and summarizes the solution measures to the problem,and further provides some countermeasures to solve the NIMBY dilemma of urban infrastructure,which has a certain practical significance.In this article,through combing the domestic and foreign scholars research on adjacent to avoid problems,the origin of adjacent from the facilities,the classification of adjacent to avoid facilities,adjacent to avoid conflict reason,adjacent to avoid conflict resolution methods are classified and summarized,and the core concepts such as externalities,the connotation of the adjacent facilities,adjacent to avoid trouble avoiding are described,and choose the theory of basic research.This paper selected D city household waste recycling economy industrial park as a specific case,introduced the time,background and specific process of the case.Questionnaire interview was conducted on the surrounding residents,urban residents,landfill sites,waste incineration power plants and management departments,and the corresponding analysis was made.The main risk factors of landfill and waste incineration power plant are analyzed,and the causes and contradictions of NIMBY problems in D municipal solid waste recycling economy industrial park are analyzed by combining environmental justice,crisis management,stakeholder theory and Maslow’s hierarchy of needs theory.Based on the analysis of the causes and contradictions of the NIMBY incidents in D municipal solid waste recycling economy industrial park,the measures and experiences to resolve the NIMBY problems were summarized.Furthermore,countermeasures and suggestions are put forward to solve the NIMBY dilemma of urban infrastructure: By source management to strengthen the prevention and regulation matter to process control,to collaborative governance strengthen governance,with laws and regulations safeguard rights and interests,form "in advance,matter and afterwards" closed-loop management,to build "a government as the leading factor,the enterprise as the main body,social organizations and the public to participate" modern environmental governance system,in order to "treat" to solve to avoid conflict.In short,based on the case of the NIMBY dilemma of small municipal solid waste treatment facilities,this paper uses the existing basic theory,combined with the investigation data analysis,and confirms the way to solve the NIMBY dilemma.In order to solve the NIMBY dilemma,we must take measures according to local conditions,solve the problems one by one,coordinate and solve the interests and contradictions of all parties from the basic principle of human equity,and finally achieve the maximum of the overall interests.
