The Empirical Research On The NIMBY Index And Factors Of Public Facilities

Public facilities are an important carrier for public service.However,some public facilities are rejected and not welcomed by the residents in real life,which result in the NIMBY effect.How to solve the NIMBY dilemma and find out the effective solution is the social problem that attracts much attention.Based on the Theory of Planned Behavior and the Theory of NIMBY Risk Chain,this paper takes the method of questionnaire survey to obtain the current residents' acceptance of 14 public facilities.Taking a sewage disposal plant as an example,this paper set some situations and questions to acquire the reasons why residents reject and dislike public facilities.On the basis of questionnaire data analysis,the NIMBY index of various public facilities is calculated.Based on the Theory of Planned Behavior,this paper proposes five research hypotheses--hypothesis 1:the classification of public facilities is related to residents'willingness of the NIMBY.Hypothesis 2:the attitude of residents is related to the acceptance of public facilities;Hypothesis 3:the subjective norms of residents are related to their acceptance of public facilities;Hypothesis 4:residents' perceived behavior control is related to their acceptance of public facilities;Hypothesis 5:demographic variables are related to residents' acceptance of public facilities.By using SPSS correlation,regression analysis and other methods,it is proved that hypothesis 1,3,4 and 5 are true.In other words,the type of public facilities,subjective norm,perceived behavior control of residents and demographic variables are related to the acceptance of public facilities.And residents'attitude and their acceptance of public facilities are no significant relationship.Gender,education degree,work unit type in demographic variables are related to the acceptance of residents,while age,personal income level and residence time are irrelevant.On this basis,the regression relationship of perceptual behavior control,subjective norm and demographic variable is explored.Through the method of path analysis,the path relationship between the acceptance of public facilities and 10 factors is showed intuitively.Finally,combined with the research results,this paper puts forward four suggestions to circumvent the NIMBY effect and increase residents' acceptance of public facilities:the first is the risk assessment in advance,to circumvent negative impacts of the public facilities;the second is to open express channels and respond to public demands timely;the third is to maintain the professionalism and objectivity of the third party;the fourth is the management of individual emotion to keep calm and the rational.
