Study On The Influencing Factors Of Citizen’ Willingness To Participate In The Location Of NIMBY Facilities

As the rapid development of economy and society,a wide variety of public facilities are under construction like a raging fire.On the one hand,it will make life and production more convenient for residents,on the other hand,certain public facilities that bring perceived discomfort to the surrounding residents,which be known as NIMBY Facilities.The resulting conflicts and acts of resistance are know as NIMBY conflicts.So how to figure out the problem of NIMBY conflicts become the focus of academic attention,it can maintain social stability and promote social order development more good and healthy.This article starts from the very beginning of the NIMBY facilities——planning and site selection stage make a breakthrough thinking.This article based on the theory of participatory democracy,planned behavior,political efficacy and the concept and characteristics of NIMBY facilities,put forward seven variables,they are sense of political efficacy,behavioral attitude,subjective norm,perceptual behavioral control,living distance,demographic variables and participation willingness.Then establish the research hypothesis model.Choose the community “the city in the shell”,which located as Weijia Street Community,Longquanyi District,Chengdu City as survey subject.Use the questionnaire survey method to analyze the willing of citizens to participate in the location of NIMBY facilities.Then use the software STATA16.0 to analyze the obtained data,the main analytical methods are: descriptive statistical analysis,reliability analysis,validity analysis,variation analysis,correlation analysis and regression analysis.The analysis results are as follows: By use the obtained data to do the one-way variance analysis,we find that citizens of different genders and ages have no significant difference in willingness to participate the site selection for NIMBY facilities.However,citizens of different occupation,education and annual income have significant difference in willingness to participate the site selection for NIMBY facilities.By use the obtained data to do Pearson correlation analysis,Ordinary least squares regression analysis and Multivariate sorted regression analysis,we know the fact,in the site selection for NIMBY facilities,sense of political efficacy and behavioral attitude have a significant positive effect on citizens’ willingness to participate,living distance has a significant negative effect on citizens’ willingness to participate.However,subjective norm and perceptual behavioral control have no significant positive effect on citizens’ willingness to participate.Combined with the research results of this paper,make some suggestions on how to resolve NIMBY conflicts and enhance citizens’ willingness to participate.They are as follows: Firstly,the government can adopt different communication methods for citizens with different characteristics.Secondly,enhance government credibility and enhance citizens’ sense of political efficacy.Thirdly,strengthen civic behavior and attitudes,build a culture of participation by all.Finally,the government should reasonably plan the distance between the location of NIMBY facilities and the residence of citizens to reduce resistance to opposition.
