Research On The Influence Factors And Formation Mechanism Of Public Attitude In Site Selection Of Nimby Facilities

With the development of urbanization,more and more people entered cities and cities can’t afford to be so stressed.So the need for NIMBY facilities is becoming more and more urgent.Because of NIMBY syndrome from the negative externality,the incidence of NIMBY conflict events is getting higher and higher.The construction of NIMBY facilities is in a dilemma.In a word,how to avoid NIMBY risk is becoming a big social problem.The precondition to resolve this problem is to analyze the influence factor and formation mechanism of public attitude.This paper uses multiple-case study to analyze the influencing factors and uses a single case study to discriminate the formation mechanism of public attitude.First of all,on the basis of domestic and foreign references,combined with stakeholder theory,Thomas two-dimensional conflict theory and perception theory as the theoretical basis,this paper builds the "NIMBY facilities conflict" and "public attitudes" two conceptual model and the conceptual models are the concept foundation of the full text.Second,this paper selects ten typical cases about NIMBY conflict event and uses the grounded theory to put forward the theory.Then conflict-situation-attitude model is established.It is concluded that the public attitude is affected by risk perception,income perception,government information perception and government duty perception.Finally,the paper selects Harbin Qunli sewage plant events as the single case study data and the author interviewed the residents surrounding Qunli sewage plant.The internal mechanism of public attitude is analyzed under the framework of multiple logic.The conclusion is that the formation of public attitude follows three logic: limited reason,bureaucracy,planning behavior and community.In the limited rational logic,the public pursuit their max own interest through measure the risk and gain;Under the logic of bureaucracy,driven by dual interests,the government takes avoidant governance strategy.In the logic of planning behaviors,individual perception is influenced by the subservience of government authority;Under the logic of community,the factors of subjective norms in the group play an important role in the formation of public attitudes.
