| China has undergone decades of housing system reforms.The current housing market in my country has changed from incremental to stock,from economical housing to well-off housing and high-rise housing.The housing trend reflects that many old communities in my country urgently need to be updated.For historical reasons,many old communities built in the 1980 s and 1990 s did not have elevators installed.With social progress and the accelerated trend of population aging,problems such as backward infrastructure and poor living conditions in old communities have become increasingly prominent.Among them,the demand for installing elevators is also increasing.In 2018 and 2019,the "Government Work Report" for two consecutive years mentioned the renovation of old communities and clearly required "support for the installation of elevators." Under the dual role of social demand and policy background,policies have been adjusted from the central to the local level,and implementation measures have been introduced to support the installation of elevators in old communities.Since 2015,Chengdu has successively introduced policies to promote the installation of elevators in old communities,and generally follows the principle of "owner-based" work.It is clear that residents are the core participants and play a key role in the issue of elevator installation in old communities.The installation of elevators in old communities was included in the scope of community development and governance by the Chengdu Municipal Government.Jinniu District,Chengdu,is a traditional old district in Chengdu.The old district lacks living functions and has prominent contradictions in the construction of aging residential buildings.In recent years,in order to improve the functions of old communities,Jinniu District of Chengdu has steadily carried out the installation of elevators in old communities since 2018.Although certain progress has been made,the contradiction in installing elevators in old communities is still prominent.Based on public product theory,rational choice theory,and participatory governance theory,this paper analyzes and introduces the policy background of residents’ participation in the installation of elevators in old communities in Jinniu District,Chengdu,the general situation of old communities,and the characteristics of residents’ participation.This study mainly used questionnaires and interviews to conduct investigations,conducted in-depth dialogues with community residents,community secretaries,installation leaders,etc.,and analyzed and found outstanding problems of residents ’participation in the installation of elevators in old communities,including complicated participation procedures.,Lack of guidance in participation,uneven participation,etc.This article analyzes the deep-seated reasons restricting residents’ participation based on the three perspectives of external environment,participants and forms of participation.In summary,the countermeasures and suggestions for optimizing residents ’ participation are put forward.First,by creating a good policy environment,including improving the residents ’ participation system,optimizing the participation process,and improving the evaluation mechanism;secondly,it is based on the residents themselves,and the awareness of the participants is updated in the concept.Enhance participation efficiency through resident representatives,courtyard organizations,etc.;finally,build a smooth participation network,and continuously remove obstacles to residents’ participation by creating a participation atmosphere,optimizing participation channels,and building participation platforms. |
