After the reform and opening up,various regions vigorously develop economic revitalization,the eastern coastal cities and Guangdong and other places have emerged a number of economically strong and economically developed towns.The township economy wants to further develop,but due to the lack of economic management authority of the township government in China,it is not enough to support the rapid development of the economy.It is urgent to solve the problem of insufficient administrative authority in villages and towns.In order to seek further development,local governments have explored the administrative system reform,such as "simplifying the administration and strengthening the town","strengthening the town with simple administration","expanding the power to strengthen the town" and "transforming the town into a city".In August 2019,the State Council approved the establishment of county-level Longgang city.In September of the same year,the founding meeting of Longgang city was held.Then Secretary of Zhejiang provincial Party committee Che Jun and governor Yuan Jiajun were listed for Longgang city municipal Party committee and municipal government.This paper will take the flattening of grass-roots governance in Longgang City,Zhejiang Province,as the research object,to carry out in-depth research,describe the research background,research significance,comprehensive research status at home and abroad,reference to various research methods,then it introduces the basic concepts such as governance,grassroots governance,flattening and theoretical basis such as flat management and intergovernmental decentralization.First of all,it affirms the achievements of grassroots governance reform in Longgang City,such as repositioning the functions of the District,focusing on "large department system,flat,high efficiency and low cost",highlighting the idea of "no towns,no streets,and focusing on services";for example,the governance ideas of high-quality and comprehensive completion of village reform and community reform,local citizenization,and real sharing of reform and development achievements among farmers;and Domain grid,focus on the "last mile" of mass service,realize the full coverage of grid space,and govern a network at the grassroots level.However,there are still many problems in the process of realizing the flat governance at the grass-roots level,such as the lack of the functions of the nine districts,the inconsistency between the personnel allocation and the actual needs of the District,and the lack of executive power of the community grass-roots organizations.By consulting literature and interviewing relevant personnel,summarizing the daily supervision experience,and deeply analyzing the existing problems,this paper analyzes the main reasons for the promotion of grassroots governance flattening.The main reasons are that the operation of grassroots governance flattening mechanism is not complete,the operation foundation of rural community service mechanism is weak,the global grid operation mechanism lags behind,and the global information intelligent control mechanism is still in the construction stage,The specific reasons include the need for adaptation period after clarifying the function and responsibility positioning and boundary,the lag of the construction of the key project convenience service center,the service function of the district is not fully online,the team structure of the district is not perfect,the incentive measures are lack,some village reform communities become mere formality,and fail to achieve real integration,the role of grass-roots party organizations has not been fully played,the role of Party building has not been fully played,and farmers have not fully played their role The village left behind many problems and complicated problems,which need a certain time to digest and resolve.The single way of grid setting can not give full play to the concept of co-ordination.The whole staff is not fully staffed,and the manpower is still insufficient.The Internet plus grassroots governance mode is still at the initial stage,and smart communities and smart city are at the stage of layout.Through the analysis of the reasons,this paper puts forward the innovative path of the flat reform of grass-roots governance,that is,to further clarify the list of all kinds of work and rights and responsibilities,formulate the incentive scheme for district staff,speed up the sinking of department personnel,build a mechanism of Party building leading the grassroots governance,do well in the second half of the article of village reform community,highlight the leadership core of Party organizations,give play to the power of Party building,and The
