comprehensive mechanism of multiple prevention,mediation and resolution of social conflicts and disputes,strive to resolve conflicts at the grassroots level,and emphasize the construction of a new pattern of grassroots social governance,which provides guidance for the current strengthening of grassroots social governance.Many of the current grassroots conflicts and disputes are caused by the division of administrative boundaries,resulting in disputes between neighboring residents over the ownership and scope of use of natural resources across regions,causing huge distress to local residents.Administrative area boundaries are the dividing lines between adjacent administrative areas.For a long time,many border disputes and even mass emergencies caused by factors such as unclear administrative boundaries have not only caused huge losses to the lives and properties of the people,but also greatly affected the development and stability of the border.How to effectively carry out border governance,resolve border disputes,maintain border stability,and promote economic development has become a major issue that needs to be solved urgently in the current grassroots social governance.In recent years,Ji’an City,Jiangxi Province has attached great importance to the work of border governance.In response to the multi-faceted and wide-ranging situation of adjacent border points,it has taken effective measures to solidly carry out safe border creation activities,in-depth cooperation with border counties（districts）,inter-provincial,inter-city,The inter-county and inter-township border areas have actively carried out "joint defense,joint governance,joint control,joint management,joint investigation and joint attack" to strengthen border exchanges and cooperation,and ensure the continuous harmony,stability and economic prosperity of the border areas.Ji’an boldly innovated boundary governance in the overall promotion of grass-roots social governance,actively explored the issue of effective management of boundary disputes,provided samples for the current local promotion of grass-roots social governance and boundary governance,and contributed plans for grass-roots social governance.In order to explore the boundary governance,this thesis mainly uses the synergy theory and the inter-governmental relationship theory,mainly adopts the method of literature research and case study,and fully understands the actual situation of boundary governance in Ji’an City through field research on the relevant counties under the jurisdiction of Ji’an City,Jiangxi Province.On this basis,according to the current situation of border disputes in Ji’an City,and the problems and causes in the governance of border disputes,it is proposed that the border disputes should be governed from the perspective of grass-roots social governance.Adjacent government departments,market entities,social entities,people A border collaborative governance network in which the masses and others participate together,and through collaborative governance to achieve inter-government collaborative governance,jointly promote regional economic and social development,and improve the ability and level of grass-roots social governance.The research results show that over the years,Ji’an City has achieved remarkable results in boundary governance,especially in boundary dispute governance.The boundary disputes have been resolved at the grassroots level and in their infancy to the greatest extent possible,in order to improve the level of grassroots social governance and promote the construction of a higher level of peace in Ji’an.Provides a strong guarantee.However,the survey shows that there are also many weak links and outstanding problems.No matter from the perspective of concept and content,or from the perspective of means and system,there are still many shortcomings in practice,resulting in the effectiveness of boundary governance is not very good.Historical experience has proved that border disputes,poor governance results,and the most serious losses and injuries are the people in the border areas,especially the masses in the vast rural areas.They are very eager to look forward to the safe and stable development of the border.To this end,it is necessary to focus on the concerns and expectations of the people on the border,establish problem-oriented,goal-oriented,and effect-oriented,and take targeted measures to continuously improve the ability and level of border governance.The first is to innovate the concept of boundary governance.Adhere to the people-oriented,adhere to the coordinated development,adhere to the common governance and sharing.The second is to enrich the content of border governance.On the one hand,we must pay more attention to the prevention and control of social risks;on the other hand,we must pay more attention to the needs of the masses for a better life.The third is to improve the means of border governance.Strengthen moral education,strengthen legal protection,stimulate the vitality of autonomy,and deepen the support of intellectual governance.Fourth,improve the governance system.Establish a system for the leadership of the party over border governance,a system for joint adjustment of border conflicts,a system for joint creation of safe borders,and a system for sharing responsibility for border governance.Fifth,create an environment for boundary governance.Strengthen border friendship,be good at literate people,and strengthen
