| Talents are the "scarce resources" that all regional governments want access to.Among all of the factors that affect the flow and the distribution of talents,whether the supply level of public services can lead the social flow of talents becomes the question that should to be answered in this paper.Whether different types of public services have different effects on the flow of talents needs to be further tested.The research on the relationship between public service and talent flow helps the government to promote the flow of human capital,to expand the scale of talents and improve regional innovation performance from the perspective of public service supply.This paper selects individual inventors as the research object of talent flow,and constructs the patent database of inventors of listed companies to match the data of enterprise and city characteristics,and finally obtains the observation sample of 1330824 inventors as the basis of empirical test.Using the "entropy method" to measure the comprehensive level of public service supply index,the empirical results show that the level of public service supply can significantly promote the possibility of the flow of talents,and make inventors more likely to flow to cities with better public service supply level.The results of heterogeneity analysis show that the promotion effect of public service supply on talent flow is mainly reflected in the inventors of non-stateowned enterprises with small asset scale,low debt level,fast business expansion and strong profitability.The regression results of the two types of public services are basically consistent with the benchmark regression.Finally,considering the impact of public service on innovation performance,the regression results show that the improvement of public service supply level can significantly improve individual innovation performance,expand the scale of regional talents and improve regional innovation performance. |
