In promoting military reform with Chinese characteristics, building a modern armed police, to achieve leapfrog development in the historical process, the Armed Police Force personnel how to better play the central role that they really achieve, "utilized, can make the best use" is placed in Party committees at all levels and cadres armed police department is an important topic before. Armed Police Force personnel flow mechanism innovation for optimal allocation of human resources, strengthening the development of qualified personnel, improving the combat effectiveness of great significance, is the full implementation of the strategic project of the Armed Police Force personnel breakthrough. In recent years, the Armed Police Force Party attaches great importance to the human resources strategy, personnel development is concerned, by deepening the reform of the cadre and personnel system, personnel system in enlivening many beneficial aspects of exploration, has taken great steps to achieve remarkable results. However, the information era characterized by knowledge-based economy, more than ever needs the full flow of talent up through the optimal allocation of human resources to achieve maximum effectiveness. The armed forces, the flow of talent due to lack of liquidity caused by irrational waste of talent shortage and coexistence, human structural imbalance of supply and demand, market allocation of human resources of the basic role of the lag issues, has restricted the Force to achieve a great leap-forward development bottleneck. Because many complex reasons, the Armed Police Force personnel flow mechanism at the initial stage of construction before, long way to go. Overall, there are three armed police personnel flow deficiencies:significant part of the talent flow is not fixed; part of the flow of talent disorder; the overall effectiveness of the low flow of talent. Recognizing these problems and difficulties, to analyze the root, are the proper foundation. To this end, I will focus on concepts, policies, mechanisms causing the three aspects of the Armed Police Force personnel flow irrational reasons were analyzed, and the combination of characteristics of the Armed Police Force and actively learn from their own military forces, particularly at the grassroots level to create the experience and practice, learn from the military and foreign military personnel put forward some measures of intellectual thought, that should always be to establish a comprehensive mechanism for the dynamic coordination of the flow of talent to do as a major event, will achieve zero-flow of talent as a major obstacle to the pursuit of goals, establish priorities improve the competency-based training, selection mechanism, performance-oriented personal incentives, market-based human resources allocation mechanism to the core objective and fair evaluation system, to optimize the structure of the main line of dynamic talent coordination mechanism as well as information technology personnel management system for the traction.
