Large scale management is the general trend of international agricultural development,and also the essential attribute of socialized large-scale production and expansion of production.Agriculture is the pillar industry of China’s development,and the three rural issues are also the central issues of great concern to the party and the government.In recent years,China has been relying on the path of land circulation to develop agricultural moderate scale management,so as to promote the process of modern agriculture.Village cadres play an important role in promoting land transfer to promote moderate scale operation.Their advantages are mainly reflected in their clan strength.Giving full play to the advantages of village cadres will directly affect the effective promotion of land transfer.Therefore,it is of great academic value and practical significance to investigate the current land transfer of farmers from the perspective of "authority coupling" effect of village cadres under the overlap of grass-roots political power and clan authority.Based on the micro survey data of 1080 households in 108 villages in Jiangxi Province collected by the"data platform construction project of China Rural Revitalization strategic think tank",this paper combs the relevant literature and uses key N’s transaction cost theory model and Williamson’s transaction cost theory determine the research framework of this paper,use Tobit censoring data regression model,and fix the regional effect,analyze the impact of "authority coupling" effect of village cadres on household land transfer in rate and transfer out rate,the results show that:the "authority coupling"effect of village cadres has a positive impact on household land transfer out rate,namely village The stronger the"authority coupling" effect of cadres is,the higher the transfer out rate of farmers’ family land is,but the,authority coupling" effect of village cadres has no significant impact on the transfer in rate of farmers’ family.That is to say,the clan power of village cadres can promote the transfer out of farmers’ land,but not the transfer in of land.On this basis,five suggestions are put forward:first,the government should establish a material and spiritual incentive mechanism for village cadres in the process of land transfer,so as to give full play to the "authority coupling" effect of village cadres,and enhance their social mobilization ability;second,the government should carry out long-term and systematic land transfer training to improve their service ability and professional level;third Improve the land transfer system,regulate the behavior of village cadres in the land transfer;fourth,formulate land transfer supporting policies,improve the level of rural social security,weaken the role of land security;fifth,speed up the improvement of the land transfer market,cultivate professional talents,and strive to transfer on the site.
