A Study On The Responsiveness Of Local Government Information Disclosure In Accordance With Application And Its Influencing Factorse

Government information disclosure is the inherent and inevitable requirement of modern government,and it is an important measure to promote law-based administration,build a sunshine government and enhance the credibility of the government.As the "keystone" of government information disclosure system,disclosure on request has higher status and value than disclosure on its own initiative.With the continuous standardization of the system and process of disclosure on request under the new regulations,the problems with disclosure on request are more and more focused on the government responsiveness.From the public’s perspective,whether the applicant can obtain information in a timely,effective and convenient manner reflects the quality and level of government information disclosure in accordance with the application.This article take the various municipalities as the experimental object,through the real information disclosure application experiment collecting the responsiveness data of government information disclosure in accordance with application,and take the experimental results as the research sample.Based on the theory of government response and the theory of citizen’s right to know,this paper puts forward the theoretical model and research hypothesis of influencing factors of the responsiveness of government information disclosure in accordance with application after systematically sorting out the research results of government information disclosure and government response.After the description and analysis of the status quo of the responsiveness of government information disclosure in accordance with application,the theoretical model and research hypothesis of influencing factors of government responsiveness were tested by multiple linear regression analysis.The empirical results show that the attention of the superior government at the government level has a significant impact on responsiveness,while the influence of political status,Internet service capability,supervision mechanism and government transparency on responsiveness is not significant;the influence of public participation and the number of public complaints on responsiveness was not significant;the application channel at the platform level have a significant impact on responsiveness;population size and economic development level at the environmental level significantly positively affect the government responsiveness,and geographical location,Internet development level and social development level also have significant effects on responsiveness.Based on the above research conclusions,this paper proposes four suggestions for improving the responsiveness of Government information disclosure in accordance with application:(1)the implementation of the regulations should have higher standards and adhere to the principle of openness and convenience;(2)platform construction should focus on improving online service capability;(3)to highlight the standard and convenient guidance in responding to demands;(4)work security should improve the organizational support and supervision mechanism.
