Research On The Problems And Countermeasures Of Information Disclosure Upon Application In County Government

The system of government information publicity is the basic institutional arrangement in the modern democratic legal system.It’s is one of the basic contents of comprehensively governing the country according to law.It’s also an important institutional guarantee to meet the needs of the people’s increasingly beautiful life better.On May 1,2008,China issued the first administrative regulation on government information disclosure,the Regulations of the People’s Republic of China on the Publicity of Government Information,which clearly classifies the ways of government information disclosure into active disclosure and disclosure upon application.However,as time goes by,new and difficult problems continue to emerge in the disclosure of local government information according to the application.The contradictions between government information disclosure departments and government information disclosure applicants caused by this are also increasing day by day.Compared with active disclosure,disclosure upon application can reflect the interaction process between the government and the public in the government information disclosure system better,and also put forward higher requirements for the responsiveness of the government.In order to solve the outstanding problems in the current application for the disclosure of local government information,it is necessary to conduct an in-depth research on the process of information disclosure according to the application,find out its existing problems,comprehensively analyze its internal causes,and put forward targeted suggestions.Therefore,this article has certain guiding significance for comprehensively improving the level of government information disclosure,promoting the construction of a "sunshine government",improving the transparency of government work,and promoting the modernization of government governance capabilities.Based on this,this paper takes Shandong Province as an example,taking 84 county-level governments in Shandong Province as research samples,and applies for information from county-level governments by designing standardized government information application procedures;set unified evaluation criteria according to the response of the county government;In the same time period,we conducted an investigation and test on the openness of the government according to the application from the perspective of openness,and scientifically and quantitatively evaluated the information of 84 county-level governments according to the level of openness.Thus,it analyzes some problems existing in the disclosure of local government information according to the application.The research found that the information disclosure directory of Shandong county government was not standardized and the contact information of departments was missing;The information application channel is blocked and the application efficiency is low;The rate of disclosure according to the application is low,and the quality of information disclosure is low;The management structure of information disclosure is not sound,and the professional level of staff is not high.The main reasons for these problems are:weak service awareness of administrative personnel,and lack of professionalism of the department that is open according to the application;The public interaction based on the application is insufficient and the method is relatively old;Lack of effective administrative supervision and guarantee.In view of the problems and reasons of the information disclosure of the county government in Shandong Province according to the application,this paper proposes specific improvement paths from the aspects of service awareness,professional team,new technology and system improvement.Specifically,it includes:realizing the transformation of administrative management concept,from power consciousness to responsibility consciousness,from passive openness to active openness,and from supply perspective to demand perspective;Strengthen the construction of professional team,improve the professional level of administrative personnel,standardize the work process and response standards,and suggest that the collaborative processing mechanism be disclosed according to the application;We will build a Internet plus application based public interaction model,optimize the government information disclosure portal,explore the establishment of a mobile micro information disclosure platform,and build a two-way exchange mechanism for information interaction;We will improve oversight and security mechanisms,improve performance appraisal mechanisms,improve accountability and exemption mechanisms,and strengthen external oversight and evaluation.
