| In the process of urbanization,rural and urban communities are faced with different levels of governance dilemma."Community Building" has emerged on a global scale and gradually spreads due to its ability to transform the concept of community residents,promote self-organizing,promote sustainable development of the community,and improve the overall environment of the community.Japan’s "Machimachi Movement" and the US "Community Development Movement" are precedents.In China,the Taiwan area started the "Community Overall Construction Plan" earlier in the 1990s.The mainland region began to gradually develop the practice of "community building" in various places after 2013,responding to the needs of social governance innovation,especially in Shunde,Xiamen,Nanjing,Shanghai,Chengdu,Beijing and other places.In the mainland,how can the "community creation",which is a new concept introduced from outside and promoted in a "bottom-up" manner,break through the existing governance discourse system to spread and become an innovative governance path choice?To explain this problem,based on the theory of innovation diffusion and social network theory,this paper sorts out the diffusion stage of "community building" in the mainland through in-depth interviews,questionnaire surveys,and participatory observations,and compares it with technological innovation and policy innovation.The diffusion characteristics,diffusion conditions and diffusion mechanism of the "community creation" in the mainland.The conclusions show that with the 2013 and 2016 as important nodes,the diffusion of"community construction" in the mainland is divided into the germination stage,the initiation stage and the development stage;the diffusion process is characterized by self-power,spatial regional diffusion and time hopping diffusion.The diffusion conditions include the policy background of "social governance innovation" and the innovative attributes of "community creation";with the self-driven actor network as the core,the "community creation" spread on the mainland is characterized by a self-promoting mechanism;The spread of community building on the mainland is still in a period of rising development,and has not yet formed a comprehensive diffusion point,and there are certain diffusion limitations. |
