Research On Regional Innovation Policy Of Anhui Province From The Perspective Of Policy Tools

Innovation is the primary driving force behind development and the key lever of economic growth and job creation.In 2018,The State Council of the People's Republic of China issued the "Opinions of the State Council on Promoting the High-Quality Development of Innovation and Entrepreneurship and Creating an Upgraded Version of 'Entrepreneurship and Innovation among All the People'",which pointed out that Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be regarded as the guide,that the innovation-driven development strategy shall be implemented in depth,that the innovation and entrepreneurial environment shall be further optimized and that the innovation and entrepreneurial capability shall be enhanced.While actively implementing relevant national strategies,Anhui Province has promulgated and improved regional innovation policies and achieved certain results.Therefore,studying the regional innovation policy of Anhui Province will play a very important role in promoting the continuous improvement of the regional innovation policy system and the promotion of regional innovation capacity in the future.This paper analyzed the regional innovation policy of Anhui Province from the perspective of policy tools.First,by reading the literature,the analysis path of the regional innovation policy and the related theoretical basis of the policy combination are sorted out,and the key concepts in this study were clarified.Secondly,by studying the documents and statistics published by relevant institutions in recent years,the historical evolution of regional innovation policy in Anhui Province is resolved,and the effect of regional innovation policy in Anhui Province is summarized.Thirdly,by collecting regional innovation policies in Anhui Province in the 15 years from 2004 to 2019 and categorizing them according to policy items,using content analysis method,from the type of policy text,the main body of the document,the policy time,the policy space,the policy area,the policy tools,the study have analyzed the status quo of regional innovation policy in Anhui Province.By extracting high-frequency keywords in 890 policy texts,the study constructs a co-word matrix and generates a co-word diagram.Finally,based on the status quo of regional innovation policy in Anhui Province,suggestions for policy improvement are put forward.Research shows that the regional innovation policy of Anhui Province from 2004 to 2019 is divided into three periods based on 2008 and 2015.From 2004 to 2007,starting from the state approval of Hefei as a national science and technology innovation pilot city,Anhui Province held a provincial science and technology conference to explore the establishment of a regional innovation policy system that meets the actual development needs of the province and the local industry;from 2008-2014,with the theme of the construction and development of the HeWuBang Independent Innovation Comprehensive Experimental Zone,the Anhui Provincial Government and relevant departments issued a series of policies and measures to promote the improvement of regional innovation and promote the development of independent innovation comprehensive experimental areas.Since 2015,the regional innovation policies of Anhui Province focus on promoting the in-depth development of Entrepreneurship and Innovation among All the People.The statistical results show that Anhui's regional innovation policy is currently dominated by a single subject and lacks horizontal cooperation among policy subjects.In terms of policy space,it focuses on the overall development of the province and the development of some regions within the province,and rarely involves cooperative development with other provinces and regions,insufficient degree of interregional collaboration and international collaboration.In terms of policy tools,the proportion of the use of five types of policy tools is unbalanced,and the use of environmental policy tools is the main,strategic,supply,and evaluation policy tools are roughly equivalent,but the level of use is low,and the demand policy tools are used in the lowest proportion.In terms of the fields where policy tools work,there is a problem that there is a lot of policy support in the field of industrial enterprises,financial finance and taxation,and technological innovation,but insufficient policy support in the fields of scientific and technological talents,economic development,and opening up.In terms of matching policy tools with the characteristics of technology companies,there is a lack of a mechanism for the role of policy tools designed based on the characteristics of technology companies,and the design of policy tools for technology companies is generally broad.Therefore,first of all,we should strengthen the horizontal cooperation and communication between policy subjects and break down the barriers of division of labor between departments.Second,we must improve the level of opening up to the outside world,strengthen win-win cooperation between regions,carry out cross-regional cooperation and exchanges,and learn from other provinces' advanced regional science and technology development experience by field research and talent exchanging.Third,we should balance the use of policy tools,increase the use of demand-side policy tools,attach importance to the incentives for scientific and technological achievements absorbers and the radiating effect of environmental policy tools.Fourth,we should balance the use of policy tools in various fields and increase the support for regional innovation policies in the three areas of talent policy,economic development policy,and open policy.Fifth,we must increase the design of policy tools based on the characteristics of enterprises,and formulate specific and feasible development guidelines for different enterprises.
