Evaluation Of Public Cultural Service Effectiveness Of Changqing Garden Community In Wuhan From The Perspective Of Three-Circle Theory

The principal contradiction facing Chinese society today is that between unbalanced and inadequate development and the people’s ever-growing needs for a better life.In order to meet the spiritual and cultural needs of the masses,the state has been vigorously developing public cultural services,while issuing a number of policy documents as institutional guarantees.However,according to the actual results of the construction of public cultural service system in various regions,the construction of our grassroots public cultural service system faces many problems,including insufficient financial investment,imperfect infrastructure,shortage of talents,dislocation of supply and demand,and so on,finally lead to the low efficiency of public cultural service.Therefore,through scientific evaluation of the effectiveness of public cultural services,problems existing in the construction of grassroots public cultural services can be more targeted,strategic direction can be adjusted in time,wrong behaviors can be corrected,and the effectiveness of public cultural services can be promoted.This paper takes Changqing Garden community of Wuhan city as the research object.First of all,based on the three-circle theory and input-output model,and combined with the existing research results in the field of public cultural service effectiveness evaluation at home and abroad,the evaluation index system of public cultural service effectiveness was constructed,including eight first-level indicators and thirty-three second-level indicators.Secondly,the weight of each index is determined by the analytic hierarchy process,and the specific score value of each index is determined by setting the full score as one hundred.Thirdly,the data needed for the research were collected through the questionnaire,the interviews and the government voluntarily released documents.The reliability and validity of the questionnaire were tested to determine its rationality.Finally,by comparing the actual completed values of each index of 2021 public cultural service effectiveness evaluation of Changqing Garden community with the implementation standards,the score of 2021 public cultural service effectiveness of Changqing Garden community is determined.The results show that,there are some problems in the construction of public cultural services in Changqing Garden community,such as insufficient total financial investment,imperfect public cultural facilities,shortage of professional talents,low participation of social forces and limited attraction of public cultural services to residents.In view of the problems existing in the effectiveness of public cultural services in Changqing Garden community.This paper,with the help of the three-circle theory analysis tool,puts forward improvement countermeasures from the three dimensions of "value","ability" and "support".Firstly,it is necessary to enhance the capacity of public cultural services,including increasing financial input,improving public cultural facilities and strengthening the construction of human resources.Secondly,we should actively seek support from multiple entities,including mobilizing private enterprises to participate in and cultivating cultural volunteers.Thirdly,the value of public cultural services should be rebuilt,including the establishment of public demand expression mechanism and the improvement of demand feedback and correction mechanism.
