At the end of 1938,in order to solve the increasingly huge military expenditure,rectify the chaotic financial order,in order to better fight against the Japanese puppet financial,Jiaodong Special Committee of the Communist Party of China in the rural areas of Penghuangye founded an important financial institution during the Anti-Japanese War-Beihai Bank.During the ten years from its establishment in 1938 to its incorporation into the People’s Bank of China in 1948,Beihai Bank exerted a profound influence on the lives of the peasants in the revolutionary base areas of Shandong Province in such activities as issuing loans,setting up banknote printing factories,and fighting against the currency of the enemy,which were mainly reflected in the following aspects: In the currency struggle,it alleviated the serious inflation in the revolutionary base areas of Shandong,maintained the relative stability of prices,and had a positive impact on improving the livelihood of the peasants in the base areas.Its loans to rural areas have promoted the development of productive forces in rural areas,prospered rural economy,and effectively solved the livelihood problems of farmers in the base areas.Beihai Bank’s influence on the lives of farmers was not limited to the war years.Wherever the banknote printing plant went,it more or less left a certain technical foundation for the local people.After the founding of the People’s Republic of China,many regions became rich by relying on the technology and equipment left by the Beihai Bank banknote printing plant.
